SUMMARY

Technical Project Analyst (TPA) supports Project Managers with administrative and technical tasks under

the guidance of the Program Manager or other senior management personnel. The TPA will execute lowcomplexity projects while developing the foundational skills needed for career advancement. This

position may be considered a training position for employees’ development.

ESSENTIAL DUTIES/RESPONSIBILITIES

Provide technical and administrative assistance to Project Managers across the full lifecycle of multipleconcurrent projects.

Participate in pre-construction, kick-off, progress, and closeout meetings by preparing agendas, documenting detailed minutes, and tracking action items.

Support Project Managers with project scheduling, resource planning, field staffing, and day-to-day action item management.

Coordinate, review, track, and maintain critical project deliverables and contract records throughout their lifecycle.

Support the processing and maintenance of Performance Work Statements (PWS), Statements of Work

(SOW), Bills of Material (BOM), Engineering drawings, technical specifications, and submittals.

Maintain accurate test plans, procedures, Acceptance Test Reports (ATR), and Nonconformance Reports (NR).

Assemble and distribute comprehensive project work packages to Site Superintendents while ensuring all project information remains accurate and up to date.

Assist Project Managers in evaluating engineering drawings, technical specifications, purchase descriptions, and submittals for supplied products.

Support financial project management through cost estimating, budget tracking, and regular status reporting.

Review project costs, material purchases, fabrication expenses, and vendor/subcontractor invoices to ensure accuracy and completeness.

Prepare travel cost estimates by obtaining competitive quotations for airfare, lodging and vehicle rentals.

Ensure all travel costs, per diems, and meals & incidental expenses (M&IE) comply with company policies and contract provisions.

Maintain project records including equipment logs, timesheets, and expense reports.

Serve as a primary communication link between Project Managers, customers, vendors, subcontractors, suppliers, field personnel and internal fabrication department to facilitate timely project execution.

Ensure all project activities adhere to company policies, customer requirements, contract terms, and established project management practices.

Perform other related duties, as assigned, for the purpose of ensuring an efficient and effective work environment.

Ensure activities are conducted in accordance with Vital Link International Standards Organization

(ISO9000) policies and correct and report any deviations to appropriate area manager/supervisor.

Be familiar with and understand Vital Link Quality Policy and company objectives.

Understand required ISO9000 specific Procedures and Work Instructions.

Complete all records required by Procedures and Work Instructions.

Participate in Vital Link Continuous Improvement activities as appropriate.

Participate in ISO9000 training as required.

Cooperate with Auditors.

Report any deviations to appropriate area manager/supervisor.

EDUCATION AND/OR EXPERIENCE

Minimum of two (2) years of experience supporting technical, engineering, manufacturing, construction, or industrial projects in a skilled trade, engineering support, project coordination, or related technical environment. Equivalent combinations of education, technical training, and relevant experience may be considered. Ability to read and interpret engineering drawings, technical specifications, bills of material (BOMs), statements of work (SOWs), and other technical documentation.

PHYSICAL DEMANDS

Employee is frequently required to stand, walk, sit, and occasionally lift and/or move up to 50 pounds.

Employee should have the ability to climb ladders, bend, squat, reach overhead, as required to support field visits, equipment, inspections and construction site inspections.

The employee must have a full range of body movements including the use of hands to fingers, handle or feel objects, computer equipment and peripherals, and bending, reaching, and crouching. Should be capable of using and manipulating typical hand tools to assist in the setup, disassembly, inspection and training for company products and projects.

Must have command of all five senses: sight, hearing, and touch. Specific vision abilities required include close vision, depth perception, and the ability to adjust and focus. These vision requirements in each area must be sufficient to shift in focus from computer screens to close forms and back routinely. Must hear and speak well enough to conduct business over the telephone.

WORK ENVIRONMENT

This position will be working primarily indoors in a climate-controlled, smoke-free office environment with occasional outdoor work in support of inspections, auditing etc. Occasional visits to an industrial or construction job site area or vendor manufacturing facility may be required. During these visits the employee may encounter varying temperatures and weather conditions.

Noise level in the work environment is usually moderate.

Extended work hours and/or travel may occasionally be required.
