A-TEK actively cultivates the talent that drives our success and fosters a creative, challenging, and mission-driven work environment for current and future employees.\nPosition Overview\nA-TEK is seeking a Technical Lead / Solution Architect to guide application development and modernization for an NIH customer. The team will continue supporting production systems while migrating approved capabilities from a .NET and Oracle environment toward React, Python, and PostgreSQL. The Technical Lead will turn that transition plan into working designs, coordinated releases, and reliable operations. This position is on-site at the client location in Rockville, MD. \nResponsibilities\nLead technical design and implementation for assigned NIGMS applications, APIs, and integrations.\nGuide development of React and TypeScript front ends, Python and FastAPI services, and PostgreSQL data capabilities within the Government-approved architecture.\nPlan phased migration from legacy .NET and Oracle components. Define coexistence, data reconciliation, cutover, rollback, stabilization, and retirement criteria for each release.\nEstablish practical standards for code review, API contracts, automated testing, accessibility, security, documentation, and operational handoff.\nCoordinate technical dependencies with the NIGMS DevSecOps organization, cloud and platform teams, security staff, system owners, and other contractors. Maintain clear ownership of decisions and interfaces.\nSupport production issue resolution and corrective maintenance while protecting capacity for modernization work.\nReview architecture and release evidence, identify technical risks early, and explain options and tradeoffs to Government stakeholders.\nHelp validate undocumented business rules and application flows with users and subject matter experts.\nEvaluate approved automation methods for generating draft design, test, or HHS Enterprise Performance Life Cycle documentation from code and delivery records. Ensure qualified staff review all resulting artifacts.\nRequired Qualifications\n AWS Solutions Architect Professional Certification\nDemonstrated experience leading the design and delivery of enterprise applications through a phased modernization.\nHands-on expertise with Python services and modern JavaScript or TypeScript front-end development.\nExperience designing APIs and integrating applications with identity, data, and enterprise services.\nExperience with relational database design and migration, including PostgreSQL and legacy database environments.\nExperience deploying and supporting applications in AWS using containers, CI/CD pipelines, infrastructure as code, monitoring, and secure development practices.\nAbility to lead developers, review technical work, resolve cross-team dependencies, and communicate clearly with program and technical stakeholders.\nExperience maintaining production service while delivering substantial application changes.\nAbility to meet applicable NIH suitability and system-access requirements.\nPreferred Qualifications\nExperience with React, FastAPI, GraphQL federation, Amazon EKS, and Oracle-to-PostgreSQL migration.\nExperience supporting NIH, HHS, or comparable federal health information systems.\nFamiliarity with HHS Enterprise Performance Life Cycle documentation, federal security authorization processes, and Section 508 accessibility requirements.\nAWSDevOps Engineer Professional, or another relevant advanced AWS certification.\nExperience using automated analysis or AI-assisted tools to prepare draft technical documentation and test assets, with appropriate data controls and human review.\nCompensation:\nSalary Range: $170,000 - $180,000 annually (commensurate with experience)\nBenefits: Health, dental, and vision insurance; 401(k) with employer match; paid time off; professional development opportunities.\n Why Join Us?\nAt A-TEK, you’ll work at the intersection of cloud security, DevOps, and federal healthcare, ensuring that mission-critical health data remains secure, accessible, and compliant.
