The candidate will act as a trusted advisor to clients while leading multidisciplinary teams in the development and delivery of strategic studies, infrastructure master plans, business cases, policy frameworks, and major program initiatives. They will be responsible for technical leadership, client engagement, commercial management, business development, and the successful delivery of projects aligned with the company's strategic objectives.\nYour role\nProject Leadership and Delivery\nDirect and manage complex multidisciplinary projects from inception through completion, ensuring delivery on schedule, within budget, and to the highest quality standards.\nDevelop project execution plans, manage project risks, and oversee resource allocation across multiple workstreams.\nLead integrated teams comprising planners, engineers, economists, environmental specialists, digital experts, and project controls professionals.\nEnsure effective coordination between technical disciplines and project stakeholders.\nRoutinely resolve complex project issues and drive decision-making at both strategic and operational levels.\nMonitor project performance and ensure achievement of financial, technical, and client satisfaction objectives.\nStrategic Infrastructure Advisory\nLead the development of city-wide and regional infrastructure strategies aligned with growth, economic development, sustainability, and resilience objectives.\nAdvise clients on infrastructure investment planning, prioritization frameworks, phasing strategies, and capital expenditure programs.\nDevelop strategic infrastructure plans covering transportation, wet utilities, dry utilities, district energy, digital infrastructure, and integrated urban systems.\nLead the preparation of business cases, feasibility studies, option assessments, infrastructure funding studies, and implementation roadmaps.\nProvide strategic advice to government entities, developers, municipalities, and infrastructure authorities.\nSupport clients in establishing governance structures, operating models, policies, and performance management frameworks for infrastructure delivery.\nClient and Stakeholder Management\nBuild and maintain strong relationships with key clients, government stakeholders, infrastructure authorities, developers, investors, and strategic partners.\nServe as a senior client interface and trusted advisor throughout project delivery.\nFacilitate executive workshops, steering committees, stakeholder consultations, and strategic reviews.\nIdentify client needs and proactively develop solutions that create long-term value and strengthen client relationships.\nRepresent the company in high-profile client engagements, industry forums, conferences, and professional networks.\nBusiness Development\nIdentify and pursue new business opportunities within the infrastructure and land development sectors.\nLead proposal development, tender submissions, technical methodologies, and commercial negotiations.\nContribute to market growth strategies and key account management initiatives.\nSupport strategic positioning with government agencies, major developers, and infrastructure authorities.\nParticipate in bid interviews and client presentations while promoting the full range of company services and integrated solutions.\n\nTeam Leadership and People Development\nLead, mentor, and develop a high-performing team of project managers, planners, engineers, and advisors.\nFoster a collaborative, innovative, and client-focused culture.\nSupport recruitment, succession you\nQualifications\nEssential\nBachelor's degree in Civil Engineering, Infrastructure Engineering, Transportation Engineering, Urban Planning, or a related discipline.\nMaster's degree in Engineering, Infrastructure Planning, Urban Development, Public Policy, Business Administration, or related field.\nProfessional registration such as CEng, PE, PMP, PRINCE2, or equivalent.\nMinimum 15 years of relevant professional experience with significant exposure to infrastructure advisory, urban development, or major infrastructure programs.\nDemonstrated experience managing complex multidisciplinary projects and strategic advisory assignments.\nPreferred\nFellowship or membership of a recognized professional institution.\nExperience working with government agencies, municipalities, infrastructure authorities, and major developers.\nExperience across the Middle East and international markets.\nExecutive-level stakeholder engagement experience.\nSuccess
