This role oversees procurement planning, execution, and contract administration while driving process improvements and stakeholder engagement.\nThe position requires strong project management, analytical, and communication skills to coordinate procurement activities, manage risks, and ensure successful outcomes. The Project Manager II collaborates with internal departments and external vendors to enhance procurement operations and performance.\nKey Responsibilities\nDevelop and implement procurement strategies that align with operational objectives and regulatory requirements.\nLead procurement execution from solicitation through contract award, ensuring compliance and efficiency.\nManage procurement timelines, risk assessments, and key performance indicators (KPIs).\nOversee bid openings, proposal evaluations, contract negotiations, and supplier performance management.\nIdentify opportunities for process optimization and policy enhancements.\nCollaborate with internal teams and external vendors to facilitate smooth procurement workflows.\nEnsure adherence to procurement policies, regulations, and best practices.\nProvide guidance and training to junior project managers and procurement staff.\nSupport the adoption and integration of new procurement tools and technologies.\nPerform other related duties as assigned.\nQualifications\nEducation: Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, Finance, or a related field.\n Experience: At least five (5) years of experience in procurement, project management, contract administration, or strategic sourcing. \nRequired: Public Procurement experience Required. \n Preferred: Master’s degree, professional certifications (CPPO, CPPB, PMP), and experience with eProcurement systems or ERP software.\nCore Competencies\nAdvanced Project Management: Ability to lead complex procurement projects from initiation to completion.\nProcurement & Compliance Expertise: Strong understanding of procurement laws, policies, and best practices.\nStrategic Analysis & Problem-Solving: Ability to analyze procurement data and optimize processes.\nStakeholder Engagement: Skilled in working with internal teams, vendors, and regulatory bodies.\nRisk Management: Ability to assess and mitigate procurement-related risks.\nCommunication & Negotiation: Effective skills for contract negotiations and stakeholder collaboration.\nWork Environment\nOffice-based with occasional meetings.\nMay require extended hours during end of the fiscal year.\nEqual Employment Opportunity\nThe organization is an equal opportunity employer, fostering a diverse and inclusive workplace.
