Here\nare the key requirements and responsibilities for this role:\nESSENTIAL DUTIES AND RESPONSIBILITIES:\n- Designs, configures, and maintains the SCADA and Load Management\ninfrastructure in accordance with NOVEC policies, regulatory\nstandards and industry best practices.\n- Documents tasks to demonstrate compliance with regulatory standards\nsuch as infrastructure changes, compliance assessments, testing of\nsignificant changes, system configurations, access reviews and\nequipment disposal.\n- Responsible for procedures and practices related to the physical and\ncyber security of the SCADA system.\n- Programs SCADA systems to communicate with field equipment including\nIEDs, RTUs and meters.\n- Maintains and supports SCADA servers, databases, data historian,\nSCADA one-lines, map board, operator training, historian and\nengineering workstations, and related Electric Operations systems\nincluding: ACS, eDNA, ICCP, data integration (transcription, load\npage) and delivery point meters. Manages NOVEC relationship with\nkey hardware and software vendors.\n- Creates and updates SCADA operator displays and databases.\n- Ensures communications and coordination with Power Supply to\nimplement peak demand load shedding programs.\n- Responsible for Department functions and roles related to OT Cyber\nSecurity Plan and OT Cyber Incident Response Plan.\n- Coordinates SCADA infrastructure and display activities with NOVEC’s\nElectric Operations staff.\n- Coordinates ICCP database and coordinates data exchange with outside\nentities.\n- Participates in internal and external audits as a subject matter\nexpert.\n- Provides supervision for 1-3 SCADA Analyst(s) responsible for the\nadministration and technical support of the SCADA and Load\nManagement system. Includes performance management, goal setting\nand development plans for employees.\n- Provides technical support to internal staff for maintained systems.\n- Directs and assists in recovery efforts.\n- Performs other duties as assigned.\nPROFESSIONAL RELATIONS maintained for effective coordination and\ncommunication.\n- INTERNAL: Communicates within department and with other departments\nregarding project coordination and planning. Share engineering\nstudies, information, updates, projects and training. Interacts\nwith Accounting regarding procurement, specifications,\ninventories, invoicing and power plant issues. Works with LMIT\ngroup to obtain software acquisition and maintenance, and computer\nupgrades.\n- EXTERNAL: Maintain the highest level of quality customer service\nthrough various forms of communication, as well as proactive and\nprofessional relationships with customers within the business\ncommunity and the general public. Acts as a liaison for vendors,\nmarketing representatives, contractors and consultants to discuss\ncontracts, specifications, change orders, construction management\nand invoice approvals, as applicable. Works with suppliers to\ncoordinate system requirements for proper operation of equipment.\nInteracts with SCADA software provider regarding software\napplications, maintenance and updates.\nEDUCATION AND/OR EXPERIENCE\n- Bachelor’s degree in Engineering, Computer Science, Information\nSystems or a related field is required or equivalent combination\nof education and experience.\n- Three or more years of experience configuring, maintaining and\ntroubleshooting SCADA or equivalent distributed control systems\n(DCS) is required.\nSKILLS AND ABILITIES\n- Strong computer and networking skills.\n- Demonstrated proficiency with Windows operating systems, LINUX,\nMicrosoft Office, virtualization, access control/authorization,\nsecurity event monitoring and configuration management software.\n- Demonstrated proficiency with administrating, programming and\ntroubleshooting real-time SCADA systems and displays.\n- Demonstrated knowledge of Power System Operations concepts,\nprocesses and procedures.\n- Basic understanding of NERC CIP standards.\n- Effective written and verbal communication skills.\n- Ability to work with people having varying technical skill levels.\n- Ability to manage projects and time effectively to meet strict\ndeadlines.
