The SETA should be competent in Research and\nDevelopment (R&D) programmatic reviews and procedures. The candidate\nwill also be responsible for ensuring that project management best\npractices are followed by the individual programs to include performers,\nindependent verification and validation (IV&V) entities, and within the\ngovernment research organization itself.\nThe research programs you would support focus on developing advanced\nsensor and transmission technologies, innovative collection techniques\nthat more precisely target desired information, and methods for\ncollecting information from previously inaccessible sources. Additional\nefforts explore new approaches for integrating information from multiple\nsources to improve the quality, reliability, and operational utility of\ncollected data.\nResponsibilities\n- Support the program managers in coordination, monitoring,\ncommunication, and integration of all technical aspects of the\nProgram lifecycle that includes:\n- Coordinate across government, academic, and industry research\nteams.\n- Review and assess technical deliverables, milestones, and\nevaluation results.\n- Track risks, dependencies, and integration issues across\nperformers.\n- Prepare reports, technical summaries, and briefings for senior\nleadership.\n- Serve as a liaison between performers, Test & Evaluation\ncontributors, government and transition partners;\n- Provide support for program related requirements for systems\nintegration, design, development, modeling and simulation, data\nanalytics and architecture design;\n- Stay current on advances in technologies relevant to the research\nprograms and perform technical studies as requested on topics of\ninterest to the program managers.\n- Provide technical support and expertise on new concepts relevant to\nthe program managers.\n- Support the evaluation of Seedling concepts\nQualifications\nRequired:\n- Bachelors' degree in applied physics, electrical engineering,\nsystems engineering, computer science, or a related technical field,\nwith six plus (6+) years of work experience in one of these fields,\nor Masters' degree with two plus (2+) years of work experience.\n- Four (4) years of experience or equivalent education involving\ntelecommunications systems, radio frequency (RF) sensing, signal\nprocessing, biometric sensing modalities, and/or advanced sensor\nsystem design and evaluation.\n- Two (2) years of experience or equivalent education using test and\nmeasurement equipment relevant to advanced sensing technologies,\nsuch as spectrum analyzers, oscilloscopes, RF test platforms,\nwireless communications testbeds, biometric sensor test systems, or\ncommercial off-the-shelf sensing devices.\n- One (1) year of experience managing a multi-disciplinary research\nand development R&D or Test and Evaluation (T&E) teams.\n- Two (2) years of experience creating program plans, work break down\nstructures, and milestone schedules for R&D efforts.\nDesired:\n- Masters' degree or PhD in applied physics, electrical engineering,\nsystems engineering, computer science, or related fields, with four\nplus (4+) years of work experience.\n- Four (4) years of experience with programming languages or tools\ncommonly used in sensing, data analysis, or experimental automation,\nsuch as LabVIEW, Python, MATLAB, C/C++, or embedded systems\nsoftware.\n- Two (2) years of experience with machine learning, pattern\nrecognition, biometrics analytics, RF signal classification, or\nother AI/ML methods relevant to sensing applications.\n- Two (2) years of experience in the Intelligence Community (IC),\nincluding experience with requirements, CONOPS, and transition.\n- Awareness of supply chain, security, and integration considerations\nfor commercial off-the-shelf sensing technologies,\ntelecommunications hardware, and RF components.\n- Four (4) years of experience managing a multi-disciplinary research\nand development (R&D) or Test and Evaluation (T&E) team.\n- One (1) year of experience as a Project Manager or Deputy
