Covering a total area of about 117,000 hectares, the Baladna Algeria Project encompasses three major pillars:\nThe production of cereals and fodder\n\nCattle farming for the production of milk and meat\n\nA state-of-the-art milk powder processing facility\n\nThe project will be executed in several phases, ultimately reaching a production capacity of 198,000 tons of milk powder.\nJob PurposeThe Procurement Category Specialist is responsible for developing and executing category sourcing strategies to ensure the availability of goods and services required by Baladna El Djazair. The role focuses on optimizing costs, improving supplier performance, managing procurement risks, and supporting operational requirements while ensuring compliance with company policies and procedures.\nKey ResponsibilitiesCategory ManagementDevelop and implement procurement strategies for assigned categories.\n\nAnalyze spending patterns and identify cost-saving opportunities.\n\nMonitor market trends, supplier capabilities, and pricing developments.\n\nConduct category reviews and recommend sourcing improvements.\n\nStrategic SourcingLead RFQ, RFP, and tendering activities.\n\nEvaluate supplier proposals and negotiate commercial terms.\n\nSupport contract development, execution, and renewal processes.\n\nEnsure procurement activities achieve the best value in terms of cost, quality, and service.\n\nSupplier ManagementIdentify, qualify, and onboard new suppliers.\n\nMaintain strong relationships with strategic suppliers.\n\nConduct supplier performance evaluations and follow up on corrective actions.\n\nResolve supplier-related issues concerning quality, delivery, and service levels.\n\nProcurement OperationsProcess procurement requests in accordance with approved procedures.\n\nEnsure timely issuance of purchase orders and contract documentation.\n\nCoordinate with internal stakeholders to understand procurement requirements.\n\nTrack order fulfillment and support issue resolution when required.\n\nCost Optimization & ComplianceSupport procurement cost reduction initiatives.\n\nEnsure compliance with company procurement policies and delegated authority limits.\n\nMaintain accurate procurement records and documentation.\n\nParticipate in audits and provide required procurement information.\n\nStakeholder ManagementCollaborate closely with Operations, Finance, Engineering, Farm Operations, Maintenance, Logistics, and other departments.\n\nProvide procurement expertise and recommendations to internal customers.\n\nSupport cross-functional projects requiring procurement involvement.\n\nQualificationsBachelor's degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.\n\nProfessional certifications such as CIPS, CPSM, or equivalent are an advantage.\n\nExperienceMinimum 3-5 years of experience in procurement, sourcing, category management, or supply chain operations.\n\nExperience within FMCG, agriculture, dairy, manufacturing, or industrial sectors is preferred.\n\nExperience managing supplier negotiations and procurement contracts.\n\nTechnical SkillsStrong knowledge of procurement processes and category management principles.\n\nExperience with ERP systems (SAP, Oracle, Microsoft Dynamics, or equivalent).\n\nAdvanced proficiency in Microsoft Excel and procurement reporting.\n\nKnowledge of contract management and supplier performance management.\n\nAbility to analyze procurement spend and market intelligence
