CLASS DEFINITION

An Employee Assistance Counselor II conducts in-depth mental health assessments of City employees who are mandated to seek counseling or are self-referred; and provides referrals and short-term, solution-focused counseling. Work of this class involves providing guidance and support to graduate student interns but does not involve full supervisory duties or responsibilities.

Incumbents receive general supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office and occasionally at job sites where working conditions are normal. Work requires minimal physical exertion.

MINIMUM QUALIFICATIONS

On or before the date of filing the application, each candidate must:

EDUCATION: Have master’s degree from an accredited college or university in mental health, psychology, counseling, social work or a related field with a counseling specialty.

AND

EXPERIENCE: Have two years of experience in counseling adult individuals with psychological, addiction, interpersonal or employment-related problems.

LICENSES, REGISTRATION AND CERTIFICATES

Employees hired after January 26, 2007, are required to hold and maintain one of the following current licenses to practice within the State of Maryland: Licensed Certified Social Worker - Clinical (LCSW-C), OR a Licensed Clinical Professional Counselor (LCPC).

KNOWLEDGES, SKILLS, AND ABILITIES

  • Knowledge of the theories and principles of psychology and human behavior.

  • Knowledge of the principles, practices and techniques of clinical and crisis intervention counseling.

  • Knowledge of the physiological, pharmacological, psychological and socio-cultural aspects of chemical dependency/substance abuse on the workplace, and in families.

  • Knowledge of substance abuse and mental health treatment modalities especially Brief-solution focused psychotherapy, and the effects on the workplace.

  • Knowledge of the principles and practices of case management.

  • Knowledge of and appropriately use community resources and insurance systems in the State.

  • Knowledge of employee assistance program core technology.

  • Knowledge of ethical standards for employee assistance professionals.

  • Ability to coordinate, expedite and maintain a varied employee work caseload.

  • Ability to train subordinate employee assistance counselors and interns.

  • Ability to establish and maintain effective working relationships with City employees and their supervisors, public and private care providers and employee assistance counselors.

  • Ability to assign, review, organize and schedule the work of others.

  • Ability to maintain confidential documentation as set forth by state and federal laws.

  • Ability to write detailed clear, concise and complex reports on City employee problems, resolution strategies and goals and the varying degrees of success or failure of the employee in problem resolution.

  • Ability to communicate effectively both orally and in writing.

Background Check

NOTE: Those eligibles who are under final consideration for appointment will be required to authorize the release of criminal conviction information and successfully pass a fingerprint and background investigation.

Probation

All people, including current City employees, selected for this position must complete a mandatory six-month probation.

Eligibility

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

Education Accreditation

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.

Selection Process

The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. Examination Process

Applicants must provide sufficient information on their application to show that they meet the qualifications for this recruitment. Successful applicants will be placed on the employment certified eligible list for at least six months.
