Job Summary

The NPP Coordinator will function as a program manager and community liaison supporting the Neighborhood Public Safety Plan (NPP) and its flagship program, the Community Action Lab (CAL). The coordinator will primarily lead curriculum development and updates for the community development course for Baltimore City residents, support participants through project completion, and perform administrative duties to ensure that all facilitators and participants are adequately supported in their needs. The role requires building and maintaining collaborative relationships with city agencies, residents, community organizations, university partners, and other stakeholders across Baltimore neighborhoods.

Essential Functions

  • Develop and update course curriculum in collaboration with the Board of Directors, university partners, and subject matter experts, incorporating CPTED principles and adult education best practices
  • Facilitate the community development course, fostering an engaging and supportive learning environment aligned with established objectives and timelines.
  • Support residents through course completion and their community projects, including data analysis and interpretation support as needed.
  • Design and administer assessment tools and surveys to measure learning outcomes and course effectiveness; translate findings into program improvements.
  • Maintain databases tracking participant contact information, attendance, progress, and deliverables
  • Coordinate with city agency liaisons, university partners, and community stakeholders to support course objectives and community-led initiatives
  • Identify funding opportunities and contribute to grant proposal development
  • Identify Lab participants with leadership potential to build a sustainable facilitation pipeline.
  • Provide tools, training, and technical assistance to help community members collect, analyze, and visualize data for their projects
  • Complete special projects related to the Neighborhood Policing Plan and CAL as assigned
  • Attend relevant workshops and training to build professional knowledge, certifications, or licensure
  • Perform other duties as assigned

Minimum Qualifications

Education: Bachelor’s degree in urban planning, Criminology/Sociology, Education, Public Policy, or a related field. Understanding of adult education and program development preferred

AND

Experience: Three (3) to five (5) years of experience in community development, or an equivalent combination of education and experience. Experience in community development, program management, or adult education. Demonstrated ability to build and maintain relationships with diverse stakeholders. Experience with basic data analysis tools (e.g., Excel, Google Sheets, or software like SPSS, R, or Tableau) preferred

Knowledge, Skills, and Abilities

  • Knowledge of Crime Prevention Through Environmental Design (CPTED), public safety strategies, and community development principles
  • Ability to work independently with a high level of energy while contributing effectively to a larger team
  • Integrity, credibility, and a strong commitment to public safety
  • Excellent written communication skills with strong attention to detail
  • Strong oral communication skills, including experience with public speaking
  • Strong interpersonal skills and professionalism across diverse groups of coworkers, partners, and community members
  • Ability to manage execution of complex strategic goals and objectives
  • Comfort working with diverse populations and community stakeholders
  • Proficiency with Microsoft Office and comparable technology tools
  • Self-starter with strong organizational and multitasking skills in a fast-paced environment
  • Flexible schedule, including evenings and weekends as needed

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.
