Barclays is a British universal bank whose roots go back to a goldsmith banking partnership founded in London in 1690, and which took its modern joint-stock form in 1896 through the amalgamation of twenty family banks. It combines a large United Kingdom retail and business bank with an investment bank that competes with the American bulge bracket in fixed income and equities trading, an unusual pairing for a European institution. The group also runs Barclaycard, one of the largest card issuers in Britain, a United States consumer bank built on airline and retail partnerships, and a private banking and wealth arm.

You will lead and enable coordinated delivery across multiple teams, aligning strategy, execution, dependencies, risk management, and continuous improvement to deliver robust, scalable, and secure digital solutions.

To be successful in this role, you must have:

  • Extensive experience leading delivery across complex, multi-team technology programmes, with accountability for planning, execution, dependency management, risk resolution, and measurable outcomes.
  • Demonstrated ability to lead an Agile Release Train or equivalent scaled delivery construct, aligning product, business, architecture, engineering, testing, operations, and control stakeholders around shared objectives.
  • Advanced expertise in facilitating programme-level planning, including vision alignment, roadmap readiness, capacity and demand management, sequencing, dependency identification, and commitment setting.
  • Proven ability to establish and govern effective delivery cadences, ensuring that planning, execution, demonstrations, retrospectives, and improvement activities translate into predictable outcomes.
  • Strong leadership in identifying and removing systemic impediments, resolving cross-team conflicts, escalating material constraints, and enabling timely evidence-based decisions.
  • Exceptional stakeholder management and influencing skills, with the ability to communicate delivery health, options, risks, dependencies, and recommendations to senior business and technology audiences.
  • Demonstrated ability to use delivery data and flow metrics to identify bottlenecks, improve predictability, and drive continuous improvement without compromising quality or control standards.
  • Strong understanding of Agile, Lean, DevOps, and systems-thinking principles, with experience applying them pragmatically across large and geographically distributed teams.
  • Proven experience partnering with Product Management and senior engineering leaders to maintain strategic alignment, prioritise outcomes, manage scope, and balance customer value with technical sustainability.
  • Experience coordinating complex release activities across integrated systems, including readiness assessment, environment and test dependencies, business acceptance, operational readiness, and implementation governance.
  • Strong risk and control mindset, with experience identifying delivery, operational, technology, data, security, and regulatory risks and ensuring appropriate ownership, mitigation, evidence, and escalation.
  • Ability to build a culture of transparency, accountability, collaboration, and continuous learning across teams while maintaining focus on quality, pace, and customer outcomes.
  • Advanced proficiency with delivery and collaboration tools such as JIRA and Confluence, including programme-level planning, dependency visualisation, risk tracking, governance reporting, and management information.
  • Strong leadership capabilities, with experience coaching Scrum Masters, delivery leads, Product Owners, and teams in effective Agile practices and raising delivery maturity across the organisation.
  • Demonstrated ability to operate effectively in a regulated financial services environment and manage delivery across business, technology, operations, and third-party stakeholders.

Some other highly valued skills may include:

  • SAFe Release Train Engineer, SAFe Practice Consultant, PMI-ACP, Scrum Alliance certification, or an equivalent Agile delivery qualification.
  • Experience leading API-first digital platforms, payments capabilities, external integrations, or other highly interconnected enterprise technology ecosystems.
  • Knowledge of banking industry standards, regulations, and compliance requirements relevant to digital channels, APIs, payments, or corporate banking.
  • Experience with value-stream management, portfolio alignment, lean budgeting, and translating strategic priorities into executable roadmaps.
  • Understanding of software engineering, architecture, testing, environment management, and non-functional requirements sufficient to challenge delivery assumptions and surface technical dependencies.
  • Experience enabling DevOps and CI/CD adoption, release automation, continuous testing, and incremental delivery across multiple teams.
  • Knowledge of service management, operational resilience, release and change management, and production-readiness practices.
  • Experience defining and using programme dashboards, flow measures, quality indicators, and outcome metrics to support leadership decisions.
  • Strong facilitation and coaching capability, including large-scale planning events, problem-solving workshops, retrospectives, and leadership forums.
  • Experience working with third-party suppliers, external partners, or federated teams with shared delivery accountabilities.
  • Knowledge of organisational change, communications, training, and adoption planning for complex transformation initiatives.
  • Experience improving delivery operating models, governance, ways of working, and team-of-teams collaboration at scale.

You may be assessed on key critical skills relevant for success in role, such as risk and controls, change and transformation, business acumen, strategic thinking and digital and technology, as well as job-specific technical skills.
