The effort requires maintaining and enhancing an application and its underlying services/microservices' current capability while identifying future capability needs and eliminating overlaps. The team continuously improves sustainment and development to reinvest resources to provide new capabilities and improve the effectiveness, quality, and robustness of the underlying technology. The applications focus on intelligence analysis and collection management directly supporting intelligence analysts and operators across the intelligence community and Combatant Commands. The Software/Web Developer applies concepts, develops, tests, maintains, and supports high-performance, innovative software and web-based applications. Troubleshoots software and web problems and provides solutions using the latest technologies. Works with management and information technologists to determine specifications. Uses a variety of internet technologies, techniques, and tools such as graphics software applications and object-oriented languages (e.g., Java, CGI, Visual Basic, HTML, XML) to create software and web application elements such as user interface features, algorithms, animation, special effects, databases, and e-business applications.\nEssential Duties and Responsibilities\n Supports software and web architecture development, requirements analysis, process execution and evaluation, selection and evaluation of COTS/GOTS tools, and integration with both new and legacy systems.\nInteracts with customers and development team to gather and define requirements.\nAnalyzes and studies customer requirements to determine the most effective software and web technologies to satisfy their needs.\nDesigns, creates, tests, and maintains software and web based applications and content solutions to satisfy customer requirements.\nFollows a formal design process using formal specifications, data flow diagrams, and other accepted design techniques and adheres to laws, standards, and established guidelines for development and delivery of software and web applications (e.g., software reuse, modifiable, efficient, reliable, understandable, fault tolerant).\nCoordinates creation and collection of necessary technology components and integrates them into a coherent site design.\nDesigns and develops visually-pleasing, content rich, user-friendly interfaces with intuitive navigation.\nDevelops and maintains software and web development technical documentation to assist with software and web application maintenance and upgrades.\nProvides software process management and configuration management throughout the software/web development lifecycle.\nParticipates in developing and delivering training as requested by the government to support applications.\nDevelops training materials related to Tier 0/1 ensuring they are comprehensive enough for ESOC technical staff to be capable of troubleshooting the application.\nParticipates in DevSecOps processes and practices principles during all design phases.\nRequired Qualifications\n Must be DoD 8570 compliant at IA Technical (IAT) Level 2 and IA Management (IAM) Level 2.\nExperience working on a development team under DoD/DIA DevSecOps process.\nUnderstanding of Oracle and/or CENTOS based architecture.\nPreferred Qualifications\n Bachelor's degree in information technology or computer science and eight years of comparable work experience.\nUp to ten or more years of program/application operations experience.\nExperience in the Intelligence Community.\nAnalytical skills and ability to effectively prioritize needs, requirements, and other issues.\nStrong risk management skills.\nExcellent communication, teamwork, and conflict management skills.\nRequired Education and Experience Equivalency\n High School Diploma/GED with 12 years of experience.\nAssociates Degree with 10 years of experience.\nBachelors' Degree with 8 years of experience.\nMasters' Degree with 6 years of experience.\nPhD with 4 years of experience.\nRequired Certifications\n None specified.\nRequired Security Clearance\n Active Top Secret/SCI with CI Polygraph\nEqual Employment Opportunity\n Base-2 Solutions is an equal opportunity employer.
