BB&E team members provide Environmental Consulting, Facilities Engineering, and Program/Project Management Services to Federal and private sectors.\nPosition Summary\nBB&E is seeking a detail-oriented Supervisor Construction Surveillance Engineer (SCSE) to support NAVFAC construction surveillance and management services at the Charleston Naval Complex (CNC) in Charleston, South Carolina.\nThe SCSE provides management support to the FEAD/ROICC for construction services, including construction inspection, quality assurance, safety and environmental compliance monitoring, and contract administration.\nThe SCSE serves as the lead on-site Construction Surveillance Engineer for the assigned project, coordinating construction surveillance activities and providing technical guidance to CSEs and CSETs supporting the project. The role focuses on project execution and technical coordination.\nJob Duties & Responsibilities\nManage the Government submittal review process, coordinating with NAVFAC's design team and Designer of Record for technical validation.\nReview construction schedules (P6 CPM Network Analysis), progress charts, and provide recommendations for acceptance.\nMonitor construction work for Contractor Quality Control (CQC) compliance and prepare Construction Representative's Reports (CRRs).\nPrepare Contract Construction Compliance Notices (CCCNs) when workmanship, materials, or safety fall out of compliance.\nAttend and lead weekly construction progress briefings, safety meetings, CQC meetings, and partnering meetings.\nMonitor environmental protection compliance, materials testing, and system commissioning testing.\nReview contractor payment requests and provide cost estimating services for contract modifications.\nOversee as-built and record drawing accuracy, and lead constructability reviews of plans and specifications.\nManage RFI responses, closeout documentation, and GIS database compliance.\nRequirements\nBachelor's Degree in Engineering (ABET), Construction Management (ABET/ACCE), or Architecture (NAAB).\nProfessional Engineer (PE) or Registered Architect (RA) license required.\nMinimum of 12 years of experience as a Construction Manager, Field Engineer, or Project Engineer on commercial/industrial, utility, or waterfront contracts valued at over $10 million.\nExperience on NAVFAC contracts is preferred; recent NAVFAC experience within the past 5 years is highly preferred.\nMinimum of 3 years of experience providing oversight for complex construction projects, including coordinating contractors, monitoring project execution, and ensuring compliance with contract requirements, schedules, quality, and safety standards.\nWorking knowledge of scheduling software (Primavera Suretrak/P3/P6, Microsoft Project).\nProficiency in MS Office, Adobe Acrobat Professional, and RS Means/CostWorks.\nStrong written and verbal communication skills, including experience briefing management and preparing formal correspondence.\nCandidates must have completed 30 Hour OSHA Construction Training within the past two years and hold a USACE Construction Quality Management (CQM) for Contractors certification, OR obtain one within 60 days of onboarding.\nU.S. Citizenship and a valid driver's license are required.\nPhysical Requirements and Work Environment\nThe physical demands and work environment may vary based on the position, assigned duties, and work location.
