As a Consultant - Content Development (Teacher\nTraining), you will design and develop the TPD (Teacher Professional\nDevelopment) resource package for teachers and the resource kit for teachers\nand parents ensuring all content is grounded in Tamil Nadu's government\ntraining structures (DIET, BRTE, SCERT, Ennum Ezhuthum), aligned to what\ngovernment school teachers actually experience, and built for adoption by the\ngovernment system. This role is critical because Bhumi aims to integrate best\npractices into the school ecosystem, and this role serves as a foundation to\nensure that contextual content is developed and delivered for school leaders\nand school teachers.\nRoles &\nResponsibilities\n1. Map Tamil Nadu’s\nexisting teacher training structures and institutional mechanisms (DIET, BRTE,\nCRC, SCERT, etc.)\n2. Design and\ndevelop a 2-year Teacher Professional Development (TPD) framework, leveraging\npartnerships with like-minded organisations, and a module package aligned with\ngovernment priorities and school development goals.\n3. Design and test\nthe School Development Plan (SDP) template, ensuring content is usable and\nfamiliar to government teachers, HMs, and officials.\n4. Support\nco-design and review workshops with government stakeholders, resource persons,\nand teachers\n5. Develop\nmilestone tracking and M&E structures to assess implementation quality and\nschool-level progress.\nPreferred\nEducation & Experience\nGraduate or\npostgraduate degree in Education, Development Studies, Social Work, or a\nrelated field\n2-4 years of\nexperience in content/curriculum development, preferably for government school\nteachers or in the context of state government training programmes (DIET,\nSCERT, SSA, NAS, NSNOP, or state FLN missions)\nDemonstrated\nexperience in designing training content that has been adopted or piloted by\ngovernment bodies or in government schools\nTamil language -\nspoken and written fluency\nExperience\nworking with or alongside government teacher training machinery (BRTE, CRC,\nDIET) at any level preferred\nKnowledge,\nSkills and Abilities\nDeep knowledge of\nTamil Nadu (or comparable state) government teacher training structures,\ncalendars, and responsible agencies\nAbility to read,\nanalyse, and translate government policy documents (AWPB, SSA guidelines, SCERT\ncirculars) into actionable content framework\nProficiency in\ndesigning bilingual (Tamil-English) training materials, facilitation guides,\nand TLMs for use by government school teachers\nFamiliarity with\nFLN pedagogy and frameworks (preferably Ennum Ezhuthum, NIPUN Bharat, or\nequivalent state-level FLN missions)\nStrong\nstakeholder engagement skills to co-design content with government officials,\nresource persons, and teachers in workshop settings\nAbility to\nfacilitate adult learning spaces effectively\nAbility to drive\noutcome-oriented plans through a team's collective effort\nEmotional\nmaturity to work with the perspectives and needs of diverse team
