Join us and be part of a team shaping the future!\nInstrument Commissioning Engineer - Secondment\nCompany: Bilfinger\nEmployment Type: Secondment\nLocation: UAE\nDiscipline: Instrumentation & Control\nReporting To: Lead Commissioning Engineer / Client Representative\nJob Purpose\nBilfinger is looking for an experienced Senior Instrument Commissioning Engineer for a secondment assignment with a leading Oil & Gas client in the UAE. The role will provide specialist Instrumentation & Control expertise across engineering, mechanical completion, pre-commissioning, commissioning, start-up, testing, and project handover activities.\nThe successful candidate will work as an integrated member of the Client’s commissioning team and ensure all activities are executed safely, efficiently, and in accordance with approved procedures, specifications, project requirements, and HSE standards.\nKey Responsibilities\nSupport the Lead Commissioning Engineer in developing and implementing commissioning philosophies, procedures, plans, and strategies.\nProvide Instrumentation & Control commissioning input during engineering and design phases to ensure projects are commissioning-ready.\nSupport implementation of Mechanical Completion and Commissioning Management Systems.\nDevelop and review commissioning procedures, work packs, test sheets, checklists, and handover documentation.\nLead instrumentation commissioning activities including calibration, loop checking, functional testing, interlock testing, alarm testing, cause-and-effect testing, and performance verification.\nSupport commissioning of DCS, PLC, ESD, F&G, SCADA, control valves, field instrumentation, analyzers, and associated systems.\nLead troubleshooting and resolution of complex instrumentation and control system issues during commissioning and start-up.\nParticipate in FAT, SAT, integrated system testing, vendor inspections, and system acceptance activities.\nCoordinate with Engineering, Construction, Operations, Maintenance, HSE, Vendors, and other disciplines to ensure timely system completion and handover.\nMonitor commissioning progress, manage punch lists, and support completion and close-out of outstanding activities.\nPrepare commissioning progress reports, test records, completion dossiers, and handover documentation.\nProvide technical leadership, guidance, and mentoring to commissioning engineers and technicians.\nEnsure all commissioning activities comply with Client and Bilfinger HSE requirements, Permit-to-Work, LOTO, isolation, and risk assessment procedures.\nIdentify opportunities to improve commissioning efficiency, system operability, reliability, and cost effectiveness.\nMinimum Qualifications & Experience\nBachelor’s Degree in Instrumentation, Electronics, Control & Automation, Electrical Engineering, or related discipline.\n10+ years of relevant Instrumentation & Control experience, preferably within Oil & Gas, Petrochemical, Refinery, Offshore, or Energy projects.\nStrong experience in Pre-Commissioning, Commissioning, Start-up, Mechanical Completion, and Handover.\nProven experience with field instrumentation and control systems including DCS, PLC, ESD, F&G and SCADA.\nHands-on experience with loop checking, calibration, functional testing, interlocks, cause & effect, alarms, and performance testing.\nExperience in preparing Commissioning Work Packs, procedures, test sheets, punch lists, and completion dossiers.\nExperience participating in FAT/SAT and vendor coordination.\nPrevious experience working with an EPC, PMC, Operator, or Client organization.\nUAE/GCC Oil & Gas experience is highly preferred.\nStrong knowledge of HSE requirements and safe commissioning practices.\nKey Competencies\nStrong technical knowledge of Instrumentation & Control systems.\nExcellent commissioning and troubleshooting skills.\nStrong multidisciplinary coordination and communication skills.\nAbility to work effectively within a Client organization under a secondment arrangement.\nStrong leadership and team-management capabilities.\nResults-oriented with strong focus on safety, quality, schedule, and project delivery.\nAbility to work independently and effectively in site/project environments.\nFor additional information please contact Gelson Dsouza, email .\nBilfinger is an equal opportunity employer.
