Blue Energy is transforming how nuclear power gets built. Instead of constructing each plant on-site from scratch - a process that takes 10-15 years and is too expensive and unpredictable to finance - we build our plants like ships: in a factory, on an assembly line, then transport and assemble them at the site. This cuts costs by over 60% and brings plants online in just three years. We also pair natural gas with nuclear at our sites, so customers can start receiving power from gas turbines right away and then switch over to clean nuclear power once it comes online - getting energy to the grid faster while nuclear is being built. Our mission is to make nuclear energy abundant, affordable, and repeatable at global scale. We use proven, already-approved reactor designs and work with existing nuclear and industrial sites, giving us a faster path to regulatory approval. By manufacturing this way, we put nuclear power on the same cost-reduction curve that has made wind, solar, and batteries cheaper every year.

Role Summary

The Head of Technical Integration is the accountable Technical Authority for Blue Energy's portfolio of EPC and engineering services contracts, ensuring deliverables conform to contractual terms, the owner's requirements, and applicable codes and standards. While each contract's Owner's Technical Director holds technical assurance for that contract, this role ensures assurance is consistently defined and enforced portfolio-wide - owning the engineering SOPs, policies, and assurance frameworks that govern how work is executed and verified, distinct from the Design Authority's ownership of the owner's requirements.

The role monitors portfolio-wide compliance, drives root cause analysis and corrective action, and owns technical interface management between suppliers and the owner. It is embedded in design reviews, partners with Quality on nuclear safety-related deliverables, leads technical evaluation of Change Orders, and - once commissioning begins - monitors and negotiates supplier performance guarantees. Reporting to the Engineering Director (or VP of Engineering), the role holds authority over technical assurance standards and leads a technical integration team

Key Responsibilities

  • Technical Authority & Assurance - Serve as accountable Technical Authority for the portfolio, providing independent assurance that deliverables conform to requirements, baseline, and codes/standards; serve as the point of escalation for cross-contract technical issues; confirm review rigor matches safety classification and risk.

  • Engineering Standards, Codes & Procedures Governance - Own and maintain engineering SOPs, policies, and the codes/standards register (ASME BPVC Section III, ASME NQA-1, ASME B31, IEEE, ANSI, 10 CFR 50 Appendix B); govern requirements management, technical baseline control, and design verification/validation (V&V) standards.

  • Technical Compliance Monitoring & Corrective Action - Define compliance metrics and report to leadership; lead root cause analysis (RCA) of non-conformances and operate a CAPA program, tracking actions to closure and verifying effectiveness.

  • Interface & Scope Integration Management - Own technical interface management between suppliers and the owner via interface control documents (ICDs) and registers, closing scope gaps/overlaps and resolving inter-supplier conflicts and cross-boundary performance guarantees.

  • Design Review & Technical Oversight - Provide assurance over PDRs, CDRs, and constructability/operability/maintainability reviews; confirm technical queries and non-conformances are dispositioned; independently challenge design decisions and deviations.

  • Quality & Nuclear Safety Assurance Interface - Align technical assurance with the QA program for safety-related and nuclear safety-related deliverables per 10 CFR 50 Appendix B and ASME NQA-1; support supplier audits and closure of findings.

  • Management of Change & Change Order Control - Lead technical evaluation of Change Orders (justification, scope/design-basis impact, schedule/quality consequences), applying rigorous scrutiny to protect the owner; confirm approved changes are reflected in the technical baseline.

  • Supplier Technical Oversight & Commercial Protection - Oversee supplier performance against contractual requirements and acceptance criteria; apply “intelligent customer” judgment to claims and deviations; support commercial teams on claims and dispute resolution.

  • Team Leadership - Lead, build, and mentor the technical integration function, delegating and prioritizing assurance activities across the portfolio by risk.

Accountabilities & Outputs

Key outputs include: approved engineering SOPs, policies, and the technical assurance framework; a controlled codes-and-standards register and maintained technical baseline; portfolio compliance reports and dashboards; RCA and a tracked, effectiveness-verified CAPA program; an interface register and ICDs evidencing closed scope gaps and overlaps; dispositioned design review records; technical evaluations of Change Orders; and verified conformance of safety-related deliverables.

Qualifications

  • Bachelor's degree in Engineering (mechanical, electrical, civil/structural, nuclear, chemical, or related) from an ABET-accredited program.

  • Strong working knowledge of EPC execution and engineering assurance on complex capital projects.

  • Working knowledge of U.S. codes and standards (ASME, IEEE, ANSI) and nuclear QA requirements (10 CFR 50 Appendix B, ASME NQA-1).

  • Experience with modular construction and design for modularization.

Experience

Minimum 12-15 years of progressive engineering experience on nuclear, power, oil & gas, or large, complex infrastructure projects, including: 5+ years in a technical authority, engineering management, design assurance, or technical integration role; demonstrated experience leading design reviews and multidisciplinary technical interfaces; experience establishing or administering RCA and corrective action programs; experience in management of change and change order evaluation on live contracts; and 3+ years of team leadership or supervisory experience.

Preferred Qualifications

  • Professional Engineer (PE) license, or a clear path to licensure, or equivalent.

  • Experience on nuclear (NRC-licensed), combined cycle, or first-of-a-kind energy projects; prior experience as an Owner's Engineer or Owner's Technical Director.

  • Familiarity with modular construction, shipyard/offsite fabrication, and DfMA; working knowledge of systems engineering and requirements management (e.g., INCOSE).

  • Relevant certifications such as PMP, CSEP, Certified Quality Engineer (CQE), or a recognized RCA qualification (e.g., TapRooT, Apollo)

  • Applied knowledge of U.S. design/quality codes and standards (ASME BPVC Section III, ASME NQA-1, ASME B31, IEEE, ANSI; familiarity with 10 CFR 50 Appendix B); requirements, baseline, and configuration/change management.

  • RCA and CAPA methodologies; interface management and ICD development; design review, verification, and validation (V&V) methods.

  • Engineering document control within a Common Data Environment (e.g., Bentley ProjectWise, Autodesk Construction Cloud, SharePoint); technical reporting/analytics (e.g., Power BI); familiarity with design/review platforms (e.g., AVEVA E3D, SmartPlant, Revit, Navisworks).
