By manufacturing this way, we put nuclear power on the same cost-reduction curve that has made wind, solar, and batteries cheaper every year.\nRole Summary\nBlue Energy is seeking an HSSE Director to build and lead an HSSE department, including the practices, procedures, documents, and systems required of an Owner company. The role owns HSSE at the PoV project following development of BE’s company-wide systems, standards, and documentation.\nThe Director will interface primarily with BE personnel, as well as with contractors, suppliers, regulatory agencies, local and state agencies, local services, and other stakeholders.\nScope of Work: Develop the HSSE program for the Blue Energy PoV project and lead the program long-term. This role is specific to Blue Energy as Owner (Owner HSSE program and Owner requirements for partners).\nKey Responsibilities\nDevelop & Implement Strategic and Project-Specific HSSE Program:\nDevelop and execute the HSSE strategic plan, aligned with organizational goals and regulatory requirements.\n\nLead the design and implementation of HSSE policies, systems, and frameworks.\n\nDevelop and implement HSSE requirements and guidelines for BE, and requirements specific to the PoV project, including:\n\nSite-Specific Safety Plan (SSSP)\n\nStandard practices and forms (JSAs, incident reports, etc.)\n\nReporting cadence requirements\n\nStatistical gathering, recording, compiling, and reporting systems\n\nRecord-keeping and reporting systems\n\nOther requirements and good practices to ensure a safe environment and robust reporting and record-keeping\n\nStandard requirements for partners (suppliers and contractors)\n\nDevelop the HSSE staffing plan for the PoV project, including standard forms, reporting requirements, and the structure and framework for HSSE-related information, record-keeping, and reporting.\n\nPartner with senior leadership to integrate HSSE considerations into business planning and operational decision-making.\n\nParticipate on the Corporate HSSE Panel as a key member and primary contributor to agenda items and meeting materials.\n\nSafety & Health Management:\nOversee occupational health and safety programs to ensure safe working environments.\n\nEstablish standards and procedures to prevent workplace incidents, injuries, and illnesses.\n\nLead root-cause investigations for significant incidents and drive corrective and preventive actions.\n\nEnsure compliance with all OSHA requirements, including record retention, organization, and reporting.\n\nSecurity Management:\nDevelop and direct corporate security programs, including physical security, access control, emergency response, and asset protection.\n\nWork with internal and external stakeholders (security vendors, law enforcement, crisis teams) to mitigate security risks.\n\nNote: management of Nuclear Security will transfer to Operations once the Nuclear Security Force is in place.\n\nEnvironmental Management:\nEnsure compliance with environmental laws, permits, waste management practices, emissions standards, and reporting requirements.\n\nChampion initiatives that reduce environmental impact, enhance sustainability, and support good environmental practices and community relations.\n\nComply, at minimum, with all local, state, and federal environmental requirements.\n\nSupport and monitor partners’ implementation of the SWPPP and other environmental mitigation and control activities.\n\nCompliance & Governance:\nMonitor compliance with federal, state, and local regulations, industry standards, and internal policies.\n\nOversee HSSE audits, inspections, and risk assessments.\n\nEnsure accurate and timely reporting of HSSE performance metrics to stakeholders.\n\nCulture & Training:\nFoster a strong safety culture through leadership engagement, coaching, and communication.\n\nOversee development and delivery of HSSE training programs at the site level and companywide.\n\nCoordinate with partners to integrate their HSSE programs with BE requirements.\n\nInfluence teams at all levels to adopt safe and environmentally responsible behaviors.\n\nLead leading-indicator management and initiatives, including:\n\nJSAs and other tools to reinforce HSSE culture on an ongoing basis\n\nSafety recognition initiatives\n\nA near-miss program that encourages reporting of potentially unsafe conditions in a no-blame, no-negative-consequence environment, to promote all-hands participation in creating a safe workplace\n\nCrisis & Emergency Management:\nLead emergency preparedness, business continuity planning, and crisis response programs.\n\nCoordinate drills, simulations, and readiness assessments.\n\nIdentify local emergency resources in the SSSP.\n\nPerformance Management:\nTrack HSSE KPIs, analyze trends, and identify opportunities for improvement.\n\nPresent performance dashboards and reports to Project leadership, BE corporate leadership, and the Board as needed.\n\nAdditional Responsibilities:\nAssist in risk assessment and management.\n\nAssist in recruitment as needed.\n\nAssist the Project Manager and project team as needed to reduce or mitigate risks.\n\nEnsure partner compliance with HSSE requirements.\n\nCoordinate with third parties and neighboring stakeholders.\n\nParticipate in scheduling activities.\n\nDevelop and manage the HSSE budget.\n\nDevelop and manage records and reporting organization, in coordination with document control.\n\nQualifications & Experience\nRelevant certifications: CSP, CIH, NEBOSH, CHMM, CPP, or equivalent.\n\n10-15+ years of progressive HSSE leadership experience, including at least 5 years in a senior leadership role.\n\nExperience in high-risk industries (energy, construction, manufacturing, logistics, transportation, chemicals, etc.) preferred.\n\nDemonstrated experience building HSSE programs from the ground up.\n\nDemonstrated experience leading cultural safety integration.\n\nBachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field preferred.\n\nKey Competencies\nStrong knowledge of OSHA, EPA, DOT, DHS, ISO standards, and other regulatory frameworks.\n\nAbility to implement systems and develop forms and procedures, and to handle the practical, “nuts and bolts” work of standing up a functioning program.\n\nExcellent leadership, communication, and influencing skills.\n\nStrong analytical, problem-solving, and risk-management abilities.\n\nAbility to manage
