The position establishes unified data frameworks across CI and HUMINT executors, advises senior stakeholders on modernization priorities, and ensures technical implementation aligns with operational and enterprise objectives.\nResponsibilities\nEstablish, test, evaluate, and maintain unified data frameworks, terminology, data models, and performance standards across CI and HUMINT executors.\nDevelop and enforce data-governance policies addressing quality, security, access, compliance, and interoperability.\nOversee data input and output processes to ensure accurate executor representation and reliable operational information.\nMaintain data dictionaries, metadata standards, taxonomies, and documentation supporting enterprise interoperability.\nChair or coordinate data-governance working groups and enterprise forums with DoD and Intelligence Community stakeholders.\nImplement data-quality monitoring, validation, cleansing, and continuous-improvement processes.\nFacilitate cross-domain integration and data exchange across NIPR, SIPR, JWICS, and other approved environments.\nDevelop metrics, KPIs, performance-measurement frameworks, executive dashboards, and analytical products.\nAnalyze executor capability data to identify trends, gaps, anomalies, and optimization opportunities.\nAdvise ETO leadership on data modernization, resource allocation, operational planning, and enterprise interoperability.\nCoordinate with tool administrators, data scientists, software engineers, and security personnel to align implementation with strategy.\nQualifications\nSubject matter expertise in enterprise data management, data governance, data engineering, data architecture, or a related field.\nDemonstrated experience establishing data frameworks, governance policies, metadata standards, data-quality controls, and performance measures.\nProficiency with analytical tools such as Microsoft Excel, Tableau, Power BI, R, Python, or comparable platforms.\nStrong understanding of CI/HUMINT operations, collection-management processes, or intelligence mission data.\nExperience analyzing large datasets and developing metrics, KPIs, dashboards, reports, and executive recommendations.\nKnowledge of IC and DoD data, security, information-sharing, and cross-domain requirements.\nExcellent facilitation, advisory, briefing, and written and verbal communication skills.\nPreferred Qualifications\nExperience supporting DIA, UMM, enterprise source coordination, or comparable data-modernization programs.\nExperience leading multidisciplinary teams or supervising data-platform and analytics personnel.\nClearance and Work Requirements\nActive TS/SCI CI Poly and ability to work on-site at the DIA Government SCIF in Reston, Virginia during COR-established working hours.\nAbility to comply with applicable DIA, DoD, Intelligence Community, cybersecurity, records-management, classification, and information-handling
