Kasaï has one of the highest rates of zero-dose children in DRC (34% for Penta 1, according to the 2023 ECV survey). The program targets an increase of at least 10% in immunization coverage across the health zones, covering approximately 2.3 million people and 80,000 births per year.\nThe program is carried out in close collaboration with the Ministry of Health - in particular the Expanded Programme on Immunization (EPI / PEV) - and its deconcentrated levels, the provincial health division (DPS) and the target health zones. As consortium lead, Bluesquare provides the program’s digital layer and its EPI (PEV) monitoring expertise: targeting, continuous activity monitoring, and payment verification are all built on digital platforms, drawing on tools such as QR-coded vaccination cards, geolocated sessions, and data integration with the national HMIS (SNIS). The local implementing partner is the program’s operational arm, responsible for the effective delivery of activities, which it delegates to health structures through performance-based contracts that it negotiates, verifies in the field, and validates.\nThe role\nWe are looking for a Project Manager to join our team and lead the implementation of this project, coordinating multiple partners and technical teams (from the inception phase through to full implementation) to deliver high-quality results in a diverse and demanding environment.\nStart date: October 2026.\nLocation: Based in Brussels (Belgium) or Kinshasa (DRC), with regular field missions. The position is offered as a local contract in either location. Bluesquare takes into account the safety risks of its employees in the areas concerned.\nContract duration: 6 months to start, renewable (project duration: 3 years).\nReporting line: You will report to the Project Management Lead and the DRC Country Lead, and work under the supervision of the relevant Practice Lead.\nTeam: Bluesquare is a company with more than 90 team members across multiple countries, organized into project and technical teams. For this program, you will lead a dedicated project team based in Kinshasa and Tshikapa, made up of technical, administrative, and technical-assistant profiles. We value ownership, autonomy, flexibility, communication, and teamwork.\nResponsibilities\nProject management\nAct as a trusted advisor to clients and partners: identify their needs, shape the solution and vision and define short- and medium-term roadmaps in coordination with partners, country managers, and technical leads.\n\nMonitor the project from design to completion, including delivery of the final solution and capacity building.\n\nOversee project implementation and ensure it achieves its objectives, while managing budgets, donor reporting, and contractual obligations.\n\nNavigate complex institutional and governance environments, engaging effectively with the implementing partner, ministries and the subnational authorities, donors, and multiple stakeholders, including where roles overlap.\n\nEnsure the quality of deliverables and reports in collaboration with technical leads.\n\nSupport the institutional anchoring of the project, in particular its integration into existing processes.\n\nUse and update Bluesquare’s project management tools (JIRA and Odoo).\n\nTechnical interface\nDevelop a strong understanding of Bluesquare’s portfolio of technical solutions and of the program’s digital layer in particular (geospatial targeting, IASO, DHIS2, OpenHEXA, QR-coded cards, GPS session tracking, etc.), including their architecture, capabilities, and limitations, and use it to guide design choices.\n\nParticipate in continuous analysis of clients’ needs and advise on solutions to be implemented.\n\nContribute to the analysis of monitoring data in order to reorient the operational strategy where needed (adjusting the intervention mix, reallocating resources, renegotiating contracts).\n\nCoordinate with the technical team throughout the project to ensure deliverables meet requirements.\n\nTake part in functional testing and validation (e.g. UAT, checking configuration against specifications) to ensure quality before delivery.\n\nAdditional responsibilities\nParticipate in proposal development and the identification of new business opportunities.\n\nContribute to the continuous improvement and development of our internal tools and methodologies.\n\nIdentify and implement strategies that ensure the long-term growth and sustainability of our projects.\n\nAdapt and take on other relevant project management responsibilities as the role evolves.\n\nProfile\nWe are looking for an experienced project manager with a strong background in immunization and public health, ideally with knowledge of the DRC health system. The ideal candidate is able to take an analytical view of the program’s results, assessing whether the tools deployed are effectively improving immunization coverage. A good understanding of digital health tools, along with an interest in the technical and quantitative dimensions of the work, is also important for the role.\nRequired\nAt least 8 years of relevant professional experience in digital project management, ideally in international development or global health.\n\nExperience with immunization programs, ideally with the Expanded Programme on Immunization (EPI / PEV).\n\nProven experience managing medium-to-large, multi-partner projects in a multicultural environment.\n\nKnowledge of the DRC health system and Ministry of Health, ideally of Kasaï province and its health zones.\n\nExcellent oral and written communication skills in French and English (C1 level minimum required in both languages).\n\nDemonstrated analytical ability - comfortable interrogating monitoring data and results, and forming an independent, critical judgement on what is and isn’t working.\n\nPreferred\nExperience in team coordination and capacity strengthening.\n\nExperience specifically with the EPI (PEV) in DRC, or in maternal and child health.\n\nExperience with performance-based financing (strategic purchasing / PBF).\n\nKnowledge of DHIS2 and health data management.\n\nFamiliarity with Bluesquare’s tools (IASO, OpenHEXA) and BI tools (Superset, Tableau, Power BI).\n\nFamiliarity with data collection tools (ODK, KoboToolbox).\n\nNotions of programming and of software development processes.\n\nExperience of collaboration in remote working settings, with teams based in Kinshasa and internationally.\n\nSoft skills\nPolitical acumen and diplomacy, with the ability to navigate complex institutional environments.\n\nTeam-oriented, with strong analytical and interpersonal skills.\n\nClear and structured communication.\n\nAbility to work autonomously;
