The O&M Manager will ensure continuous, safe, and compliant facility operations by providing hands-on leadership to multi-trade maintenance teams, managing preventative maintenance and critical spares, executing maintenance policy, integrating new construction into the maintenance program, and communicating facility status to government stakeholders.\nPosition Responsibilities:\nServe as the on-site Manager responsible for all facilities operations and maintenance activities across the site\nDirect, supervise, mentor and develop multi-disciplinary O&M teams (24/7 operations) and ensure adequate staffing, scheduling, and response capability for site anomalies and emergencies\nOversee operation, maintenance, testing and troubleshooting of power generation systems, emergency power (if applicable), chilled water plants, HVAC systems, boilers, pumps, switchgear, UPS, and other large-scale mechanical and electrical equipment\nManage preventative maintenance (PM) programs for critical and non-critical equipment to minimize mission interruptions; ensure timely execution, documentation, and continuous optimization of PM tasks\nIntegrate new construction projects into maintenance programs, developing testing/commissioning requirements, and coordinating site acceptance reviews\nManage critical spares inventory for mission-essential equipment: establish spares requirements, inventory controls, procurement justification, and readiness levels to prevent unplanned outages\nInterpret, implement and enforce maintenance policies, procedures and contract requirements\nEnsure compliance with safety policies, local codes and applicable regulations\nMaintain and annually update maintenance Standard Operating Procedures (SOPs) in coordination and collaboration with site engineering; implement SOP changes and train staff as needed\nIntegrate new construction, equipment upgrades and renovation projects into the O&M program; develop testing/commissioning requirements and coordinate site acceptance reviews (SATs)\nProvide timely notification to designated Government Points of Contact (GPOCs) and Operations personnel regarding significant facility events. Prepare concise event summaries, document critical actions taken, remediation plans, and present briefs to site management and stakeholders\nMaintain safety-focused culture: conduct regular safety meetings, risk assessments and corrective actions to ensure a safe workplace for all personnel\nTrack and report key performance indicators (KPIs) for facility availability, PM compliance, corrective maintenance backlog, spare parts readiness and safety metrics\nSupport on-call rotations and after-hours coordination as required by contract; ability to work on-site and supervise in 24/7 rotations and emergency response as required\nSpecial Program Access or other Government Access Requirements are mandatory for this position.\nTo be considered for this position you will be required to complete an assessment as part of the selection process.
