Salary will be based on current qualifications, directly related experience, geographic location, and possible contractual requirements which could fall outside of this range.\nResponsibilities\nBetween 3 and 10 years of financial management experience. At least two (2) years of this experience must be within the Department of the Navy (DoN)\n3+ years’ experience assisting government leads by tracking project budgets, monitoring execution schedules, and preparing cost/budget analysis reports\n3+ years’ experience utilizing Navy ERP, financial tools (G-Invoicing, MIPRs), and project management tools (Microsoft Project) to support mission planning requirements in accordance with DoD regulations\nBudget Analysis: Assist in gathering, consolidating, and analyzing financial data to support the Government's formulation, justification, and monitoring of domestic and foreign project budgets\nExecution Tracking: Perform execution analysis, calculate burn rates, and identify financial variances for government review\nSystem Reconciliation: Track and reconcile domestic and foreign project funding, obligations, and expenditures utilizing Navy ERP and various DoN tools\n Reporting: Prepare draft financial reports, briefing materials, and decision-support products for Government project lead(s). Monitor allocation plans for OMN, RDT&E, and APN appropriations across the fiscal year\nSchedule & Cost Monitoring: Track project status, maintain schedules, and monitor cost baselines. Analyze actual performance data to identify trends or deficiencies against planned goals\nStrategic Planning Support: Analyze financial trends and draft recommendations or options for government decision-makers regarding spend plans and long-term funding strategies\n Meeting Support: Provide analytical and administrative support for project milestones, financial deliverables, data calls, and planning meetings (e.g., preparing materials, capturing minutes, tracking action items)\nCompliance: Perform all analytical tasks in accordance with DoD FMR, FAR, NAVAIR business rules, and command policies\n Travel: Approximately 10 weeks of travel could be required (San Diego Ca, Norfolk Va, Pax River Md, Melbourne Fl, Japan, and France)\nQualifications\nCore Competencies: Demonstrated financial management experience including the financial analysis of business programs, development of cost estimates, and generating program status reports\n Regulatory Knowledge: Demonstrated knowledge of DoD Federal Management Regulations (FMR) and the Federal Acquisition Regulation (FAR)\nHands-on Navy ERP and CSPT experience in an analyst role\nExperience with G-Invoicing, and MIPRs\nProficiency with Microsoft Office suite programs, MS Word, Excel (including pivot tables and data analysis tools), Access, PowerPoint, and SharePoint\nProficiency with Microsoft Project (including linkages between predecessors/successors and critical path analyses)\nExcellent communication and interpersonal skills-verbal, non-verbal, written, and listening-for staff, customer, and organizational level communications, both formal and informal\nAbility to work independently, self-starter\nDesired Experience\nKnowledge of NAVAIR processes such as POM, mid-year execution, and contracting workflows\nFamiliarity with DTS travel accounting and obligation tracking\nExperience drafting budget exhibits, spend plans, and financial artifacts\nPrior experience supporting NAWCAD, NAWCWD, or affiliated Navy commands\nEDUCATION\nDegree: BS or BA degree in Finance, Business Administration, Accounting, Auditing, or a relevant technical discipline.\nAllowable Substitution: An additional 6 years of relevant work experience may be substituted for a bachelor's degree, or 4 additional years of work experience with a relevant associate degree.\nCLEARANCE - T-5 Top Secret\nCondition of Employment: Applicant must have an active DoD Top Secret Clearance.
