The Legal team helps the company grow responsibly, advocating for Brex and for the thousands of growing businesses we serve. We provide strategic advice and guidance to all Brex teams, protect Brex, advise on risk, and represent the company externally, negotiating with partners and interacting with regulators. Where you’ll work

This role will be based in our San Francisco office. We are a hybrid environment that combines the energy and connections of being in the office with the benefits and flexibility of working from home. We currently require a minimum of three coordinated days in the office per week, Monday, Wednesday and Thursday. As a perk, we also have up to four weeks per year of fully remote work!

What you'll do

Reporting to the General Counsel, you will lead Brex's Regulatory Affairs function and guide the company's relationships and interactions with its federal and state regulators, including the OCC, the Federal Reserve, FINRA, and state licensing agencies. You will ensure Brex proactively responds to a changing regulatory environment and delivers on its commitments to regulators accurately and on time.

This is a role for a strong program manager as much as a regulatory expert. You will run the end-to-end regulatory engagement lifecycle: exam preparation and logistics, fulfillment of supervisory requests, coordination of responses across Legal, Compliance, Risk, and business teams, and disciplined tracking of findings, commitments, and corrective actions through to closure. You will partner closely with Regulatory Affairs, Legal, and Risk counterparts at Capital One to align supervisory strategy and ensure consistent, well-coordinated engagement with regulators across the combined organization. You will also serve as a trusted advisor to senior management, synthesizing trends across the external regulatory landscape and translating them into practical guidance and early awareness of emerging focus areas. Finally, you will help bring together cross functional teams to help drive forward proactive regulatory requirements. 

Responsibilities

• Manage and foster productive relationships and interactions between Brex business functions and federal and state regulatory and supervisory staff
• Lead preparation and oversee execution of regulatory exams and other supervisory engagements, including logistics management, fulfillment of supervisory and information requests, and driving timely issue resolution
• Build and run the program management infrastructure for regulatory commitments: intake, tracking, ownership, milestones, evidence, and closure, ensuring the company delivers on commitments to regulators in a timely manner
• Identify potential risk areas and advise on corrective actions, ensuring remediation efforts are monitored and on track for timely and effective mitigation
• Provide thought leadership and strategic advisory support to senior management and the board regarding the regulatory environment and supervisory matters
• Synthesize trends across the external landscape and individual regulatory engagements, driving internal awareness of focus areas and potential sensitivities so the company meets and exceeds expectations set by law, regulation, and agency guidance
• Partner with Capital One Regulatory Affairs, Legal, and Risk teams on integration-related regulatory workstreams and coordinated supervisory engagement
• Develop scalable processes, playbooks, and reporting (including management and board-level artifacts) that give leadership a clear, current view of regulatory posture

Requirements

• Juris Doctor (JD) and active bar membership in good standing of the bar of at least one U.S. state
• 8+ years of experience in banking, financial services, risk management, audit, consulting, or regulatory agencies, or a combination
• 5+ years of experience working directly with banking regulators (e.g., OCC, Federal Reserve, FDIC, state agencies) and regulatory policy, including exam management and supervisory engagement
• Significant experience supporting integrated projects or programs where senior leaders and external stakeholders are your customers, with demonstrated PMO discipline: structured tracking, clear ownership, and reliable follow-through
• Working knowledge of commercial financial products (cards, payments, deposits, lending) and the associated regulatory frameworks and risk management practices
• Strong critical thinking, problem solving, and written and verbal communication skills, with the ability to build consensus across a broad range of stakeholders
• Ability to lead with empathy when working with internal stakeholders and government agencies
• Comfort in a dynamic, fast-paced environment where priorities often change
• Willingness to be a team player who pitches in to help out on other products and topics; one of our key tenets is "One Brex"

Bonus Points

• Experience at a fintech or technology-forward financial institution operating under bank or broker-dealer supervision (OCC, Federal Reserve, FINRA, SEC)
• Experience navigating regulatory dimensions of M&A integration between a fintech and a regulated bank
• Familiarity with three lines of defense frameworks and enterprise risk management practices

Compensation

The expected salary range for this role is $270,000 - $335,000 USD.  However, the starting base pay will depend on a number of factors, including the candidate’s location, skills, experience, market demands, and internal pay parity. Depending on the position offered, equity and other forms of compensation may be provided as part of a total compensation package.
