About the Location - Cape Canaveral Space Force Station

Cape Canaveral Space Force Station sits at the heart of Florida’s Space Coast and is a critical hub for national security, aerospace, and space launch operations. Working primarily on site, this role supports mission-critical programs in a highly technical, secure environment where precision, coordination, and schedule certainty are essential. The surrounding Space Coast area offers a strong engineering and defense presence, coastal living, and proximity to Melbourne, Cocoa Beach, and the broader Central Florida region.

SUMMARY:

The Construction Quality Control (CQC) Manager leads project-level quality planning and field quality execution for assigned Construction and Integrated Services (C&IS) construction and design-build projects. The role develops and manages the project-specific Quality Control Plan, definable-feature controls, preparatory activities, inspections and tests, nonconformance and corrective-action processes, quality records, and acceptance documentation in coordination with the Project Manager, Project Executive, Superintendent, Construction Project Engineer, design professionals, trade partners, testing agencies, and client representatives. Within documented project authority, the CQC Manager accepts or rejects quality records, requires corrective action, and stops or restricts work when continuing could adversely affect quality or conceal deficient work. This role may require travel and/or temporary relocation per project assignments. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  •    Develop, maintain, communicate, and manage the project-specific Quality Control Plan in alignment with the BRPH QMS, contract requirements, project risk, and current project phase.
  •    Support the Quality Control Plan release gate with the Project Manager, Project Executive, and Superintendent by confirming that quality roles, definable features of work, high-risk controls, inspection and test requirements, records locations, and meeting cadence are complete.
  •    Interpret quality requirements in contracts, drawings, specifications, approved submittals, codes, standards, and client procedures and translate them into practical field controls and acceptance criteria.
  •    Develop and manage definable-feature controls, preparatory meetings, inspections, tests, checklists, hold points, mockups, samples, and final acceptance records.
  •    Lead preparatory, initial, and follow-up phases of control when required by the contract, project risk, or Quality Control Plan.
  •    Coordinate quality requirements with design reviews, constructability, project schedules, procurement, trade packages, submittals, requests for information, commissioning, turnover, and closeout.
  •    Review and sign off on project quality checklists and records within assigned authority; require correction or additional evidence when records or completed work do not meet documented requirements.
  •    Plan and coordinate inspections, tests, special inspections, source inspections, and third-party verification with field leaders, trade partners, testing agencies, design professionals, authorities having jurisdiction, and client representatives.
  •    Manage quality observations, deficiencies, nonconformances, dispositions, root-cause reviews, corrective actions, verification, and closure in Procore or the approved project system.
  •    Stop, restrict, or prevent work and material use when continuing could adversely affect quality or conceal a defect; communicate the condition and follow the documented escalation and approval path.
  •    Participate in quality-impact reviews for proposed changes and confirm that required design, Owner, authority, inspection, test, and record-document approvals are obtained before affected work proceeds or is concealed.
  •    Confirm that trade partners and suppliers understand project quality requirements and that required qualifications, certifications, submittals, material records, storage controls, and nonconforming-material controls are implemented.
  •    Maintain complete, current, and traceable quality records, including plans, meeting records, inspection and test documentation, observations, nonconformances, corrective actions, material certifications, photographs, metrics, and closeout files.
  •    Track project quality performance and report open issues, trends, risks, corrective actions, and resource needs to the Project Manager, Project Executive, and Corporate C&IS Quality Manager.
  •    Perform project quality audits and surveillance activities and support client, regulatory, and third-party reviews within assigned scope.
  •    Train and coach project personnel and trade partners on the project Quality Control Plan, field controls, documentation standards, nonconformance processes, and quality expectations.
  •    Support commissioning, punch-list management, Owner acceptance, turnover, warranty documentation, and project closeout by verifying completion of required quality records and unresolved-item ownership.
  •    Capture lessons learned and recommend improvements to project controls, field practices, templates, and training.

EDUCATION and/or EXPERIENCE:

  •    Required: Bachelor's degree in construction management, construction engineering, construction science, engineering, architecture, quality management, or a related discipline PLUS two years of relevant construction quality experience, or seven years of relevant experience in lieu of the degree.
  •    Required: Minimum 4 years’ experience planning and implementing project quality controls, such as inspections, testing, field documentation, quality observations, nonconformances, corrective actions, and acceptance records.
  •    Required: Minimum 4 years’ knowledge of construction methods and systems, contract documents, codes and standards, submittals, requests for information, material controls, commissioning, turnover, and project closeout.
  •    Required: Minimum 2 years’ experience with interpreting quality requirements, such as making acceptance decisions within assigned authority, communicating with project and external stakeholders, and escalating matters requiring project-executive, contractual, Owner, authority, or licensed-design approval.
  •    Required: Minimum 2 years’ proficiency with Microsoft Office, Procore, and field inspection, documentation, reporting, and collaboration tools applicable to assigned work.
  •    Required: OSHA 30-Hour Construction Outreach Training Program course completion card.
  •    Preferred: Current Construction Quality Management for Contractors (CQM-C) course completion certificate issued through a U.S. Army Corps of Engineers or Naval Facilities Engineering Systems Command recognized course, or a BRPH-approved equivalent quality credential.
  •    Preferred: American Society for Quality Certified Construction Quality Manager (ASQ CCQM) or another quality credential relevant to assigned project work.
  •    Preferred: Experience with at-risk, design-build, federal, industrial, commercial, institutional, or infrastructure projects comparable to assigned work.
  •    Preferred: Working experience with Artificial Intelligence (AI) tools and platforms.

PHYSICAL REQUIREMENTS:

  •    Ability to navigate and move around active construction sites, including walking, climbing ladders and scaffolding, and standing for extended periods on uneven surfaces.
  •    Ability to lift up to 50 pounds.
  •    Ability to handle inspection tools, equipment, and materials requiring coordination and manual skills.
  •    Manual dexterity, hearing, mental acuity, typing, reaching, repetitive motion, speaking, talking, and visual acuity.
  •    Ability to operate a motor vehicle.
  •    Ability to stand and sit for periods longer than 30 minutes but not to exceed two hours consecutively.
  •    Ability to print and draw letters, numbers, words, characters, and symbols that are legible and understood by others.
  •    Ability to learn complex tasks and remember how to complete tasks without assistance once trained.
  •    Ability to control behavior when encountering stressful situations or short deadlines and maintain a high level of concentration.
  •    Quick thinking and decision-making ability to address issues and challenges that may arise during construction.
  •    Endurance to work in various weather conditions and handle the physical demands of an active construction site.
  •    Strict adherence to safety protocols and the ability to reinforce quality and safety requirements on the construction site.
  •    Adherence to personal protective equipment requirements, including hard hats, safety glasses, high-visibility vests, gloves, hearing protection, and safety-toed footwear.
