With a proven track record of winning sought-after contracts, scaling high-performance teams, and executing on critical government missions, BryceTech presents a compelling opportunity for strategic partnerships in the GovCon space.\n BryceTech is seeking a Program Manager to provide overall leadership, strategic direction, and operational oversight for a complex, multi-disciplinary support contract serving the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). This individual will be responsible for ensuring the successful planning, coordination, execution, and delivery of program management, financial management, comptroller, and customer support services across multiple Navy departments, programs, and geographic locations. The Program Manager will serve as the primary interface between BryceTech and Government leadership, ensuring contract objectives are achieved within established schedules, budgets, performance standards, and customer expectations.\nResponsibilities\nProvide overall program leadership and direction, overseeing the successful execution of all contract requirements and ensuring alignment with Government objectives\n\nDevelop and maintain program management plans, schedules, resource allocation strategies, and performance metrics to support effective contract execution\n\nOversee personnel, subcontractor coordination, staffing levels, labor-hour utilization, and resource requirements across geographically dispersed teams\n\nDirect program planning and control activities, including budgeting, cost management, Rough Order of Magnitude (ROM) development, schedule management, and performance monitoring\n\nEstablish and maintain risk management processes to identify performance, financial, staffing, and schedule risks and develop appropriate mitigation and corrective action plans\n\nOversee the delivery of financial management, comptroller, program management, and customer support services, ensuring consistency, accuracy, and quality across all functional areas\n\nProvide strategic oversight of program execution, including tracking technical milestones, deliverables, funding requirements, and evolving customer priorities\n\nLead Agile program management initiatives, including the application of Agile/Scrum methodologies, sprint planning, backlog management, and performance tracking across multiple teams\n\nEstablish effective communication channels with the Procuring Contracting Officer (PCO), Contract Specialist (CS), Contracting Officer's Representative (COR), and other Government stakeholders\n\nConduct biweekly contract status meetings to review program execution, performance risks, issues, and proposed mitigation or corrective actions\n\nPrepare and present program status briefings, management reports, performance assessments, and recommendations to Government leadership\n\nEnsure timely and accurate preparation, review, and submission of contract deliverables and Contract Data Requirements List (CDRL) documentation\n\nMonitor contract performance against established quality standards and Government requirements, implementing corrective actions and continuous improvement initiatives as needed\n\nOversee compliance with contract requirements, security policies, personnel vetting, mandatory training, Operations Security (OPSEC), and Controlled Unclassified Information (CUI) protection requirements\n\nEvaluate changing mission requirements and support the implementation of program adjustments to maintain alignment with Government priorities\n\nIdentify opportunities to improve operational efficiency, resource utilization, financial performance, and customer satisfaction\n\n Required Qualifications:\nActive DoW Secret Clearance or above\n\nBachelor's degree in business administration, management, finance, engineering, or a related field\n\nAbility to travel primarily within the CONUS and potential for travel OCONUS one (1) to three (3) times per year for an estimated duration of three (3) to five (5) days per trip\n\n15+ years of experience managing complex Government contracts or programs, preferably supporting the Department of the Navy, DoW, or other federal agencies\n\nDemonstrated experience overseeing multi-disciplinary teams and coordinating program execution across multiple functional areas and geographic locations\n\nStrong background in program planning and control, resource management, budgeting, cost management, risk management, and performance reporting\n\nExperience managing cost, schedule, and performance across large-scale Government programs\n\nDemonstrated ability to establish and maintain effective relationships with senior Government stakeholders, contracting personnel, and customer leadership\n\nExperience developing and presenting program status reports, executive briefings, management reports, and performance assessments\n\nKnowledge of Agile/Scrum methodologies and experience overseeing teams utilizing project management tools such as Jira and Confluence\n\nStrong understanding of Government contracting requirements, contract administration, deliverable management, and quality assurance processes\n\nExcellent leadership, communication, organizational, analytical, and problem-solving skills\n\nProficiency with Microsoft Office applications, including Excel, PowerPoint, Word, and Project\n\nPreferred Qualifications:\nMaster's degree in mathematics, engineering, MBA, or other technical degree\n\n20 years of experience supporting Navy programs\n\nProject Management Professional (PMP) Certification or DAWIA III Certification\n\nExperience supporting Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Centers (NSWCs), or Navy In-Service Engineering Activities (ISEAs)\n\nExperience managing Financial and Program Management Support (FPMS), comptroller, financial management, or program analysis contracts\n\nExperience applying Agile methodologies and Scaled Agile Framework (SAFe) within complex Government environments\n\nFamiliarity with Navy Enterprise Resource Planning (N-ERP), Power BI, and other Government
