NY / Atlanta, GA\nOverview:\nWe are seeking an accomplished and hands-on Technical Delivery Lead with a robust background in full-stack engineering and product delivery to drive the buildout of innovative insurance products and solutions.\nThe ideal candidate brings deep expertise in designing, architecting, and shipping modern, end-to-end applications and services, ideally within Property & Casualty (P&C) Insurance.\nYou will serve as a technical leader and delivery owner, responsible for managing all aspects of delivery - from requirements gathering through architecture, implementation, QA, and deployment - while building and guiding high-performing, multidisciplinary teams. This is a unique opportunity to lead from the front, shaping solution architecture as well as day-to-day engineering, with a sharp focus on scalability, flexibility, and reusability in an evolving P&C sector.\nKey Responsibilities:\nEnd-to-End Solution Delivery: Own the full product and platform delivery lifecycle for P&C insurance applications - overseeing ideation, architecture, engineering, quality assurance, release, and ongoing support.\nTechnical Strategy & Solution Architecture: Develop and enforce architectural decisions and software engineering best practices that support modular, scalable, reusable, and secure solutions, in alignment with business and regulatory requirements.\n Hands-On Technical Leadership: Set the standard for technical excellence by actively engaging in design, hands-on development, technical problem-solving, and rigorous code reviews - leading by example across functional and non-functional requirements (performance, reliability, security).\nCross-Team Leadership & Collaboration: Lead, motivate, and mentor high-impact engineering, architecture, and QA teams; drive cross-functional collaboration to deliver complex initiatives on time and on budget.\nStakeholder Engagement: Partner with product owners, solution architects, business leads, and engineering peers to elaborate business needs, refine requirements, and align solution approaches with strategic technology blueprints and objectives.\nDelivery Planning & Execution: Direct project planning, estimation, resource allocation, sprint/release tracking, and status communications - ensuring transparency and meeting key delivery milestones.\nContinuous Improvement & DevOps: Champion best-in-class engineering practices, including CI/CD, test automation, code quality, and agile methodologies.\nRisk Management & Issue Resolution: Proactively identify delivery risks and impediments; develop mitigation strategies and adapt scope/priorities to achieve successful outcomes.\nDomain Leadership: Apply deep P&C insurance sector knowledge to ensure delivered solutions meet industry standards, regulatory constraints, and the unique needs of underwriting, claims, billing, or insurance operations.\nQualifications:\nBachelor’s or Master’s degree in Computer Science, Engineering, or a related technical discipline.\n10+ years of progressive software engineering experience, with hands-on full-stack development and delivery leadership at enterprise scale.\nDemonstrated success as a Technical Lead or Delivery Lead managing multidisciplinary engineering teams, delivering complex, end-to-end systems or platforms.\nDeep expertise in modern engineering stacks, including:\nBack-end: .NET, Node.js, or equivalent enterprise-grade frameworks\nFront-end: Angular, React, or Vue.js\nCloud: AWS, Azure, or GCP-based architectures and deployments\nAPI: RESTful, GraphQL, and microservices patterns\nData: Relational (SQL Server, PostgreSQL, etc.) and NoSQL databases\nStrong practical background in designing and implementing application, solution, and integration architectures.\nProven ability to translate business/insurance requirements into scalable software solutions, with significant experience in P&C insurance (policy, claims, billing, underwriting workflows).\nHands-on experience with DevOps culture, automation (CI/CD), infrastructure-as-code, test-driven development, automated QA, and modern delivery pipelines.\nOutstanding communication, executive presence, and stakeholder management skills - adept at bridging technology and business.\nStrong mentoring and team development abilities, with a commitment to building and nurturing high-performing, diverse teams.\nTrack record of delivering on commitments in a fast-paced, complex environment.\nHighly Preferred:\nExperience delivering large-scale digital transformation programs within insurance or broader financial services.\nFamiliarity with Insurtech platforms, digital ecosystems, or core P&C insurance platforms (Guidewire, Duck Creek, Majesco, etc.).\nExperience implementing Agile at scale (Scrum, Kanban, SAFe) and orchestrating multi-team (or distributed/offshore) delivery models.\nIndustry certifications (e.g., AWS, Azure, GCP Architect,) a plus.\nAn estimated salary range for this position is $140,000-$180,000.\nStarr is an equal opportunity employer, which means we'll consider all suitably qualified applicants regardless of gender identity or expression, ethnic origin, nationality, religion or beliefs, age, sexual orientation, disability status or any other protected characteristic.
