The Opportunity:

CACI is seeking an experienced Facility Operations Manager to support the Indo-Pacific program at operational locations throughout the Indo-Pacific theater. The Facility Operations Manager serves as the senior on-site Operations Management professional responsible for leading, coordinating, and sustaining facility and infrastructure operations supporting SOCPAC and mission partner requirements. Reporting to the Site Lead and coordinating closely with the Facilities Services Lead, this position provides direct management oversight of facility personnel, maintenance teams, subcontractors, service providers, and site-level infrastructure activities.

The Facility Operations Manager directs day-to-day execution of facility services, including facility operations and maintenance, infrastructure sustainment, utilities management, warehousing and storage support, temporary and permanent facility management, safe housing support, real property coordination, and expeditionary basing activities. The manager integrates facilities support with logistics operations, operational planning, exercises, contingency response, and emergent requirements to ensure assigned sites remain safe, secure, resilient, compliant, and mission ready.

The Facility Operations Manager is accountable for workforce performance, staffing and scheduling, work prioritization, customer engagement, subcontractor oversight, risk management, operational reporting, and continuous improvement. The position works across Government, CACI, subcontractor, host-nation, and mission-partner organizations to synchronize facility requirements and sustain distributed operations across permissive, contested, and denied environments.

Responsibilities:

  • Serve as the senior on-site Facility Operations Manager and primary management representative for facility and infrastructure operations at the assigned Indo-Pacific locations.
  • Supervise and lead facility operations personnel, maintenance technicians, infrastructure specialists, subcontractors, and supporting service providers.
  • Assign and prioritize workloads, establish daily and long-range operational priorities, and allocate personnel, equipment, and resources to meet mission requirements.
  • Manage employee performance through clear expectations, coaching, mentoring, feedback, recognition, and professional development; address performance issues in accordance with company policy.
  • Manage staffing levels, shift coverage, leave coordination, training, qualifications, and workforce readiness for steady-state, surge, contingency, and emergent operations.
  • Maintain management accountability for facility readiness, service quality, schedules, deliverables, safety, compliance, customer support, and team execution.
  • Identify and manage operational, infrastructure, staffing, safety, schedule, and resource risks; direct corrective actions, track issues to closure, and elevate significant risks or constraints.
  • Lead cross-functional coordination among facilities, logistics, property, procurement, security, environmental, engineering, IT, transportation, and operational teams.
  • Direct day-to-day execution of facility services supporting SOCPAC and mission partner operational requirements.
  • Oversee operation and maintenance of offices, warehouses, staging areas, storage facilities, temporary structures, housing areas, and supporting infrastructure.
  • Manage utilities and critical facility systems, including electrical power, water, wastewater, HVAC, communications infrastructure, backup power, and other mission-essential services.
  • Plan and coordinate preventive maintenance, corrective maintenance, inspections, emergency repairs, recurring services, and facility work orders.
  • Establish maintenance priorities and monitor work order status, service response times, backlog, recurring deficiencies, and contractor performance.
  • Support activation, expansion, modification, transition, sustainment, and closure of operational facilities and expeditionary sites.
  • Coordinate installation and sustainment of temporary facilities, modular structures, storage areas, workspaces, and mission support infrastructure.
  • Support facility requirements for exercises, contingency operations, humanitarian assistance/disaster response, surge activities, and emergent operations.
  • Conduct and oversee facility inspections, condition assessments, operational readiness reviews, and site surveys; identify deficiencies and direct corrective actions.
  • Develop facility readiness status, infrastructure assessments, maintenance metrics, risk summaries, and decision-support products for Government and program leadership.
  • Coordinate real property, space utilization, facility access, housing, utilities, life-support, and infrastructure requirements with appropriate Government and host-nation stakeholders.

Qualifications:

Required:

  • Minimum 8 years of experience supporting facilities management, base operations, infrastructure operations, construction management, engineering support, installation support, or related Government or Department of Defense operations.
  • Minimum 3 years of demonstrated supervisory or management experience leading facility operations, maintenance teams, infrastructure personnel, subcontractors, or service providers in a complex operational environment.
  • Demonstrated experience assigning work, managing performance, balancing staffing and resources, establishing priorities, and maintaining accountability for team execution.
  • Experience managing facility operations and maintenance, preventive and corrective maintenance programs, utilities, work orders, inspections, or infrastructure sustainment.
  • Experience supporting operational facilities, warehouses, staging areas, temporary facilities, expeditionary sites, or contingency basing requirements.
  • Experience managing subcontractors, vendors, maintenance contracts, or service providers and monitoring performance against scope, schedule, quality, and compliance requirements.
  • Ability to support OCONUS operations and travel throughout the Indo-Pacific as mission requirements dictate.
  • Active TS/SCI clearance required to start.

Desired:

  • Bachelor's Degree in Facilities Management, Construction Management, Civil Engineering, Engineering Technology, Architecture, Business Administration, Operations Management, or a related field; relevant military or Government facilities management experience may be considered.
  • Experience supporting Department of Defense, Joint, Combatant Command, Service Component, USSOCOM, SOCPAC, INDOPACOM, PACAF, PACFLEET, MARFORPAC, USARPAC, 8th TSC, or other geographically dispersed Government operations.
  • Experience supporting OCONUS installations, contingency basing, expeditionary infrastructure, operational site activation, or contested logistics environments in the Indo-Pacific.
  • Experience with computerized maintenance management systems (CMMS), AutoCAD, GIS, SharePoint, Microsoft 365, Power BI, or other facility management and reporting platforms.
  • Familiarity with Unified Facilities Criteria (UFC), DoD facilities standards, real property support, utilities operations, life-cycle asset management, and host-nation infrastructure requirements.
  • Professional certification such as Certified Facility Manager (CFM), Project Management Professional (PMP), Certified Maintenance & Reliability Professional (CMRP), Lean Six Sigma, or equivalent is preferred.
