This enterprise initiative will deploy Oracle Fusion Cloud HCM as the unified human capital management platform for federal civilian employees. In this role, you will design, develop, andmaintainthe analytics and reporting ecosystem that delivers real-time workforce analytics, compliance reporting, and predictive insights. You will work across Oracle Transactional Business Intelligence (OTBI), Oracle BI Publisher (BIP), Oracle Analytics Cloud (OAC), and HCM Extract to build executive dashboards, ad hoc reporting capabilities, org chart visualizations, and EHRI/GHRR data submissions. All reporting outputs must meet Section 508 accessibility standards. This position is primarily remote with up to 10% travel and is staffed at the Senior Consultant labor category.\nThis position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.\n Responsibilities:\nDevelop OTBI dashboards and workforce analytics (headcount, hiring metrics, turnover, demographics).\n\nBuild BI Publisher reports for EHRI, GHRR, SF-113, and agency-specific requirements.\n\nCreate OAC dashboards using predictive and comparative analytics.\n\nConfigure HCM Extracts for bulk data and downstream reporting systems.\n\nDeliver accessible (508/WCAG-compliant) reporting and data visualizations.\n\nCollaborate with functional teams to translate HR analytics needs into reporting specifications.\n\nSupport agencies with reporting templates, data transitions, and analytics training\n\n Qualifications:\nRequired:\nUS Citizenship is required and ability to obtain/maintain Public Trust.\n\nBachelor’s degree + 5 years relevant experience (or equivalent).\n\n5+ years in BI development, analytics, or enterprise reporting.\n\n3+ years with Oracle OTBI, BI Publisher, or similar enterprise BI tools.\n\nSQL proficiency with large HR/HCM data sets.\n\nExperience building interactive dashboards and data visualizations.\n\nUnderstanding of workforce metrics (attrition, time-to-fill, span of control).\n\nExperience with Section 508/WCAG accessibility compliance.\n\nDesired:\nOracle Fusion HCM analytics/reporting experience (OTBI subject areas).\n\nOAC or BI Publisher certification.\n\nFederal HR analytics experience (EHRI, GHRR, DEIA, Human Capital Framework).\n\nPredictive analytics experience (R, Python, OAC ML).\n\nExperience with HCM Extract and Oracle Cloud technologies (OIC/OCI).\n\nThis position is contingent on funding and may not be filled immediately.
