The SharePoint Developer will be familiar with the psychology behind user interviews who can systematically capture, and organize, user insights through rigorous qualitative research methodologies and structured interview techniques. The SharePoint Developer applies technical expertise, customer engagement, and design thinking to develop and sustain enterprise Knowledge Management (KM) tools and practices across multiple classification levels.\nResponsibilities\nThe SharePoint Developer will work with a team to collaborate with USEUCOM staff to capture requirements, define use cases, and translate operational needs into solutions. They map processes, gather data, and analyze operations to identify inefficiencies and recommend improvements. Applying Lean, Agile, and design thinking methodologies to standardize KM best practices across directorates, KMEs aim to improve efficiencies across the staff. You will also develop and deliver training, workshops, and user guides to drive adoption of KM tools. You will serve as a trusted advisor to senior leaders and action officers, fostering a culture of knowledge sharing. The SharePoint Developer designs, implements, and improves KM platforms and digital workflows to support EUCOM mission requirements. Developing SharePoint Online sites, lists, forms, permissions, and customizations; manage daily operations as Site Collection Administrators. You will be expected to build and sustain Power Platform applications, automated workflows, and Power BI dashboards to capture knowledge and enable data-driven decisions. Integrate KM solutions with enterprise IT services while ensuring compliance with DoD data governance and cybersecurity standards. Maintain system documentation, process roadmaps, and lifecycle sustainment plans.\nQualifications\nRequired\nActive SECRET clearance with ability to obtain/maintain TS/SCI.\nAbility to obtain a TESA visa in Germany - BA/BS + 5 years, AA/AS + 7 years, major cert + 9 years, OR 11 years of specialized KM/IT experience.\nExperience with custom developed Microsoft Power Apps / Model Driven Applications\n5+ years in business process analysis/engineering, with proven experience in process mapping and improvement.\n5+ years administering SharePoint (2016/2019/Online), including site collections, page design, permissions, and\ntroubleshooting.\nProficiency in Microsoft Office, Visio, Power BI, and workflow tools (Power Automate, SharePoint Designer).\nExperience in KM or process reengineering in a military HQ or joint command environment.\nStrong communication skills; able to brief senior leaders and work in a collaborative, fast-paced environment.\nDemonstrated expertise in qualitative user research methods, including proficiency in conducting structured user\ninterviews, developing interview guides, and applying techniques for uncovering user motivations and behaviors as\noutlined in established UX research frameworks\nDoD 8570.1 IAT Level II certification.\nDesired\nPMP, Lean Six Sigma, or business analysis certifications.\nExperience with Agile development environments, including familiarity with ServiceNow, Confluence/JIRA, or similar KM platforms.\nKnowledge of Joint Operational Planning and staff processes.\nFamiliarity with user research best practices from recognized sources such as Steve Portigal's \"Interviewing Users,\" with experience translating interview findings into actionable insights and knowledge management systems that support\nproduct decision-making\n-What You Can Expect:\nA culture of integrity.\nAt CACI, we place character and innovation at the center of everything we do.
