You will play a key role in migrating federal civilian employee records from legacy HR platforms into Oracle Fusion Cloud HCM-supporting multiple agencies and delivering enterprise-grade data conversion solutions.\nThis is an opportunity to influence a high-visibility modernization program, solve complex data challenges, and directly contribute to transforming federal HR operations.\nThis position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.\n Responsibilities:\nDevelop SQL and PL/SQL extraction programs to export employee data from PeopleSoft HRMS and Oracle EBS HCM, including demographics, job history, positions, compensation, and benefits.\n\nAnalyze agency-specific configurations and customizations to produce detailed data mapping documents aligned to Oracle Fusion HCM HDL formats.\n\nBuild PeopleSoft Application Designer and Application Engine routines to support repeatable extract processes for mock migrations and production cutover.\n\nDesign and implement Oracle EBS HCM concurrent programs and extraction packages ensuring complete HR, payroll, and benefits data export.\n\nCreate SQR reports and validation queries to ensure extraction accuracy, completeness, and EHRI compliance.\n\nConduct data profiling to evaluate data quality, identify gaps, and determine custom handling requirements.\n\nMaintain PeopleSoft and EBS legacy environments used for extraction development (schema refreshes, access, performance tuning).\n\nCollaborate with agency system administrators to understand customizations, integrations, and data dependencies impacting extraction sequencing.\n\nExecute reconciliation processes comparing legacy system data with extraction outputs to ensure zero data loss.\n\nDocument extraction processes, agency-specific mappings, and known data issues following SAFe Agile artifact standards.\n\nSupport agency cutover events by running final extracts, validating outputs, and troubleshooting issues under tight deadlines.\n\nApply established best practices to resolve technical challenges and contribute knowledge to team repositories.\n\nCommunicate clearly with project stakeholders, participate in Agile ceremonies, and support coordinated delivery across workstreams.\n\n Qualifications:\nRequired:\nMust be able to obtain and maintain a Public Trust clearance (U.S. Citizenship required).\n\nBachelor’s degree and 5 years of related experience (additional experience may substitute for degree).\n\n5+ years of experience in database development, data extraction, or database administration supporting enterprise HR systems.\n\n3+ years hands-on experience with PeopleSoft HRMS (Application Designer, Application Engine, PeopleCode, SQR) and/or Oracle EBS HCM (concurrent programs, PL/SQL packages, HR tables).\n\nStrong SQL/PL-SQL skills with experience writing complex queries against large HR datasets (100K+ records).\n\nExperience with data mapping for system migrations.\n\nSolid knowledge of HR data domains (employee demographics, job history, positions, compensation, benefits).\n\nExperience in data validation, profiling, and data quality assessment.\n\nFamiliarity with Agile/SAFe and iterative migration processes.\n\nDesired:\n7+ years of legacy HR data extraction and migration experience within federal government modernization programs.\n\nExpertise with PeopleTools 8.5x, Component Interface, Integration Broker.\n\nOracle DBA (OCP) certification.\n\nExperience with EHRI data standards and federal personnel data reporting.\n\nHands-on experience with Oracle Fusion HDL and HSDL formats.\n\nKnowledge of federal HR data elements (NOA codes, SF-50 data, position classification).\n\nExperience supporting large-scale migrations (500K+ records) across multiple legacy systems.\n\nFamiliarity with Oracle Integration Cloud (OIC) and Oracle Cloud Infrastructure (OCI).\n\nThis position is contingent on funding and may not be filled immediately.
