The role is responsible for designing, developing, and maintaining enterprise analytics, dashboards, and reporting solutions that provide government leadership and HR stakeholders with real-time workforce insights, compliance reporting, and predictive analytics.\nThis position is primarily remote; however, candidates may be required to report onsite in Reston as business needs arise.\n Responsibilities:\nDevelop OTBI analyses and dashboards delivering real-time workforce metrics (headcount, vacancy rates, time-to-hire, turnover, demographic trends).\n\nBuild BIP reports/templates supporting EHRI submissions, GHRR compliance, SF-113 statistics, and agency-specific HR reporting.\n\nCreate OAC dashboards offering predictive analytics, trend analysis, and cross-agency workforce comparisons.\n\nConfigure HCM Extracts enabling bulk data extraction for analytics pipelines, data warehouse feeds, and external system integrations.\n\nProduce org chart visualizations and workforce exploration tools for navigating organizational hierarchy and position structures.\n\nBuild ad hoc and self-service reporting capabilities empowering agency HR teams to develop custom insights.\n\nDevelop DEIA, MD-715, FEVS, and accountability framework compliance reporting.\n\nEnsure Section 508/WCAG 2.1 AA accessibility across all analytics products.\n\nDesign governed OTBI/OAC semantic layers supporting consistent definitions of key HR metrics.\n\nCollaborate with functional teams and government partners to translate human capital analytics requirements into technical specifications.\n\nSupport agency onboarding with tailored reporting templates, historical data migration, and analytics training delivery.\n\nServe as the technical authority for the domain, establishing best practices, standards, and technical oversight.\n\nMentor cross-functional team members, drive innovation, and influence program-level solution decisions.\n\n Qualifications:\nRequired:\nAbility to obtain/maintain Public Trust clearance (U.S. Citizenship required).\n\nBachelor’s degree and 10+ years of relevant experience (additional experience may substitute for degree).\n\n10+ years in BI development, analytics, or enterprise reporting.\n\n8+ years of experience with Oracle OTBI, BIP, or comparable BI tools (Tableau, Power BI, SAP BO).\n\nProficiency in SQL, including analytical queries on large-scale HR/HCM data models.\n\nExperience creating interactive dashboards with drill-down, parameters, and dynamic visualizations.\n\nKnowledge of HR/workforce analytics (headcount, attrition, time-to-fill, span of control, workforce planning).\n\nExperience developing Section 508/WCAG-compliant visualizations and reports.\n\nFamiliarity with Agile/SAFe methods.\n\nDesired:\n11+ years BI development with Oracle Fusion HCM analytics preferred.\n\nOracle Analytics Cloud or BI Publisher certification.\n\nExperience with federal HR analytics (EHRI, GHRR, HCAAF, DEIA, FEVS).\n\nExperience with Oracle Fusion HCM data model and OTBI subject areas.\n\nExperience with predictive analytics (Python, R, OAC ML).\n\nExperience with HCM Extract for bulk data transfer.\n\nExperience with Oracle Cloud technologies (OIC, OCI) in HCM/ERP environments.\n\nThis position is contingent on funding and may not be filled immediately.
