{"id":3645668,"url":"https://alion.io/job/calstart-state-policy-director","title":"State Policy Director","company":{"id":7403,"name":"Calstart","domain":"calstart.org","url":"https://alion.io/company/calstart","size_band":"11-50","is_staffing_agency":false,"employer_type":"direct","is_intermediary":false,"listed_via":null,"ats_vendor":"Lever","truth_index":null},"role":"Public Policy","role_family":"Public Policy","seniority":"head","employment_type":null,"work_mode":"remote","remote_scope":"stated_countries","remote_scope_basis":"board_field","remote_working_hours":null,"hiring_geo_confidence":"inferred","locations":[],"countries":[],"hiring_countries":["US","CA"],"hiring_countries_total":2,"salary":{"min":117260,"max":145000,"currency":"USD","period":"year","gross":null,"usd_annual":145000},"salary_estimate":null,"experience_years_min":8,"visa_sponsorship":false,"relocation_package":false,"has_equity":false,"technologies":[],"status":"live","first_seen_at":"2026-11-02T20:22:50Z","employer_posted_date":"2026-11-02","last_verified_at":"2026-11-05T03:27:58Z","board_verified":true,"closed_at":null,"days_open":2,"trust":{"level":"ok","repost_count":null,"flags":[],"days_open":2},"description":"About The Role:\nCatalyst Mobility is seeking an experienced and strategic State Policy Director to lead our California policy efforts and help shape and advance state policy priorities across the West Coast, including Oregon and Washington.\nReporting to the Head of Policy, the State Policy Director will develop and execute policy strategies, build and maintain relationships with policymakers, industry leaders, and other stakeholders, and represent Catalyst Mobility in legislative, regulatory, and other policy forums.\nDuties & Responsibilities:\nOversee state government relations and regulatory advocacy in the California legislature, key agencies, and the governor’s office: \nBuild and lead stakeholder coalitions on key legislative and regulatory issues. \nDevelop and maintain relationships with key agency staff, legislators, committees, and committee staff (especially budget committees). \nAdvance Zero Emission Vehicles (ZEVs) by advocating for strong, practical, achievable and implementable regulations. \nEncourage state agencies to develop and/or authorize new programs for ZEVs and ZEV infrastructure, including incentive programs, utility infrastructure/charging programs, and financing programs. \nSupport CALSTART’s policy thought leadership, further the legislature’s understanding of CALSTART’s mission and work, and support our members’ brand visibility through hosting an annual CA policy summit. \nOversee all other state legislative and regulatory work in partnership with the regional directors. \nEngage with CALSTART members on policy, lead policy action groups (PAGs) and coalitions. \nTrack and share updates on policy with general membership informed on policy. Draft and submit formal comments and letters on behalf of CALSTART and/or PAGs. \nEngage with utility regulatory commissions across the country to influence utility programs that support Commercial EVs and public charging, in coordination with regional office directors. \nSupport legislation in states outside CA and engage members on legislation in other states (e.g., OR, WA), such as Low-Carbon Fuel Standards (LCFS), etc., establishment of new state incentive programs for ZE vehicles and infrastructure. \nPromote CALSTART’s work with foundations to secure philanthropic funding for policy work. \nSupervise one or more employees in daily work. \nQualifications:\nBachelor’s degree required. An advanced degree in public policy, law, business, or engineering strongly preferred \n8 years of experience in clean transportation, sustainability, and/or policy advocacy and a passion for advancing the commercialization of clean transportation technologies \nExpertise in California clean air, climate, and/or transportation policy \nA comfort level working and communicating with diverse stakeholder groups \nThe ability to be a “bridge” between policymakers and leaders from the environmental community and industry \nStrong ability and desire to find common ground and “win-win” policy solutions that advance the clean transportation industry \nStrong interpersonal communications skills, that include listening and understanding the positions of various groups, as well as speaking/presenting in different situations \nAbility to effectively communicate with technical industry stakeholders, policymakers, and environmental stakeholders, including public speaking experience/skills \nStrong written communications skills, including experience with formal written comments (legislative, regulatory) as well as more general writing (white papers, policy memos, short fact sheets, etc.) \nAbility to communicate effectively with executives \nAbility to manage multiple projects and processes simultaneously in a fast-paced environment \nComfortable learning about, understanding, and discussing new vehicle and fuel technologies \nStrong facilitation skills with the ability to develop and manage events and workshops \nAbility to use legislative and statutory research tools \nKnowledge of state agency regulatory dockets \nKnowledge of state agency “rule of practice and procedure” \nKnowledge of CA legislative procedures, timelines, etc. \nA passion for the CALSTART mission of working with industry to make air healthy to breathe and to protect the climate and environment\nDesired Qualifications:\nExperience with writing proposals and securing grant funding from foundations, government \nExperience working with and securing funding from state agencies \nExperience working with California Agencies, such as California Air Resources Board \nExperience advocating for Low Carbon or Clean Fuel
