Assistant Director (Community Mental Health)
Roles & Responsibilities:
Strategy
- Supports the DD/Dir MHCS and Senior Management Team in formulating short, medium and long-term strategies, action plans and targets in line with the mandate of CMH/MHCS.
- Operationalises Care Corner's mission and strategy through the provision of Community Mental Health Services, and ensures these services operate on sound sector and professional principles.
- Analyses the financial viability and cost structure of respective service teams. Puts in place appropriate measures to monitor costs in relation to operations and the provision of services.
- Monitors the changes in policies and the evolving landscape so as to take appropriate measures to strengthen CMH's relevance and presence in the sector.
- Acquires understanding of the spectrum of clients Care Corner serves (i.e., Children & Youth, Families and Seniors), in order to build capability in mental health competencies related to these specific client groups and in consideration of MHCS as the lead of Care Corner Mental Health services.
- Contributes towards CMH organisational development (OD) plans and their implementation. Undertakes a review of the funding and service model, ensuring relevancy/currency and possible future growth of services.
Direct Management Functions
- Serves as a member of the People Management Team, participating in formulating and supporting organisational direction, directives and initiatives.
- Plans organisational activities and directs them to achieve targets and standards for operational performance, quality and governance adherence.
- Plans, oversees and manages the implementation of the community mental health services and group-level Mental Health & Counselling services, alongside fellow MHCS leaders.
- Covers respective Managers/Programme Leads in overseeing and managing the day-to-day operations of respective service teams where necessary.
- Ensures the accurate and timely submission of reports required by our stakeholders, including government agencies and funders.
- Prepares and monitors the financial budget for the operations of the respective programmes and services.
- Attends and prepares for management meetings such as the MHCS Service Review meetings and the Programme and Services Sub-Committee meetings.
Staff
- Responsible for the recruitment, selection, performance reviews, appraisal and development of the staff team.
- Provides coaching and mentoring of Managers/Programme Leads and identified senior staff in the area of personal effectiveness, leadership, stakeholder engagement and operational management.
- Motivates staff to commit and contribute to their domain work and to Care Corner as a whole.
- Provides various feedback communication systems between management and staff so as to inculcate alignment of direction and priorities, mutual support/collaboration and team spirit.
External & Public Relations
- Engages and enhances relations with funders and stakeholders (e.g., NCSS, MSF, MOH, AIC, IMH and related institutions such as Residential Homes, Foundations, etc.).
- Networks and collaborates with SSAs, GPs and community partners in the region to enhance service provision for agency clients, secure resources to ensure effective delivery of programmes/services, and contribute towards service development and sector presence.
- Serves as a representative of Care Corner to our stakeholders and partners, and, where appropriate, participates in internal or external working groups, task forces, panels and/or committees.
- Undertakes any other duties as may be assigned by management from time to time.
Requirements:
- Should have at least 5 years of experience in a managerial capacity and preferably at least 3 years in social service (experience in mental health is a strong plus) or a related sector, managing and leading teams and functions.
- Demonstrated experience in strategic thinking and decision-making capabilities.
- Able to influence and develop rapport with ease across a broad range of stakeholders (internal, public, private and third sector).
- Able to engage stakeholders, including corporate and community partners, fostering trust and alignment.
- Create a learning environment that ensures people development and career growth.
- Excellent analytical and problem-solving skills, ensuring that the underlying problem is understood and a robust approach/solution is developed.
- Proficient in systems thinking, with the ability to identify inter-dependencies and pre-empt issues.
- Good knowledge of project management and change management techniques.
- Strong communication skills, both written and verbal, and the ability to structure and articulate messages effectively to different stakeholders to gain buy-in.
- Facilitation skills to support collaboration with a range of stakeholders in the ecosystem.
- Independent self-starter and a collaborative team player with strong leadership skills.
- Strength of character, confidence and credibility to effectively challenge issues and positively influence their resolution.
