[What the role is]

The Education & Community Outreach (ECO) division is under the National Heritage Board (NHB) that promotes awareness and engagement with heritage among Singaporeans. The successful candidate will be part of a team that oversees NHB’s signature outreach projects to document, research and promote public awareness and appreciation of Singapore’s heritage.

About the Role

The AM/M (ECO, Outreach) is a hands-on role at the intersection of gallery operations, community programming, and partnership management. The officer will be responsible for the day-to-day running of two Community Galleries - the Geylang Serai Heritage Gallery (GSHG) and Kreta Ayer Heritage Gallery (KAHG) - while executing and contributing ideas to an existing programme calendar, and progressively deepening community partnerships and reaching new audience segments.

The role requires a high degree of independence, proactivity, and the ability to manage multiple workstreams simultaneously. While there is supervisory oversight, the officer is expected to exercise sound judgment and work collaboratively across NHB divisions. A significant portion of the work is operational, and candidates should be equally comfortable with procurement and contract management as they are with programming and stakeholder engagement. Over time, the role could shift towards a greater emphasis on partnerships and programming.

[What you will be working on]

Operations, Facilities Management and Programmes at GSHG and KAHG

  • The AM/M is the primary person responsible, with support from temp staff, for the operational upkeep of GSHG and KAHG. This includes managing service contracts, coordination and payments for gallery sitters, and other related estates matters.

  • The AM/M works alongside another ECO officer on public programmes across both galleries. The incoming officer will take primary ownership of programming at KAHG, while collaborating closely with the officer managing GSHG programmes to ensure a coherent and complementary overall programme calendar. This includes working with an appointed EMC, managing budgets and procurement, coordinating publicity, and supporting other programming collaborations. The AM/M monitors and evaluates the success of programmes by analysing data and feedback to improve future initiatives.

Museum-Based Learning (MBL) at GSHG and KAHG

  • The AM/M provides operational oversight of MBL at the community galleries, and oversees 2 temp staff for MBL, each stationed at one gallery.

Volunteer Management

  • The AM/M manages the relationship with NHB's partner volunteer organisation, surfaces feedback to the Manager of the volunteer organisation, and co-organises the annual volunteer appreciation event with the Outreach team.

Street Corner Heritage Galleries (SCHG)

  • The AM/M oversees budget utilisation, stakeholder relations, and maintenance coordination for SCHG as a minor but ongoing responsibility alongside the main portfolio.

Other Responsibilities

  • The AM/M will also undertake ad-hoc initiatives and projects as assigned, contributing to the broader work of the ECO division as needed.

  • Weekend work is required on an ad hoc basis tied to programmes, with time off in lieu provided.

Functional Competencies

1. Project and Operations Management - Officer should be able to manage all aspects of a project or initiative, including project timelines, manpower allocation, budget, content and programme curation, and more.

2. Stakeholder Engagement and Relationship Management - Strong interpersonal and communication skills to manage a diverse range of partners. The role requires sensitivity to different working styles and the ability to build and sustain relationships over time.

3. Programme Evaluation and Planning - Officers should be able to plan an evaluation strategy, review its execution, and manage the necessary follow-ups.

4. Volunteer Management - Experience coordinating and managing volunteers, including handling feedback, maintaining relationships, and ensuring smooth operations on the ground.

5. Contract Management - Understanding of basic legal concepts in formalising agreements, the ability to assess requests for deviation in project scope, extension of timeline and budget adjustment and their implications to the agreements, and the ability to review agreements with intermediaries periodically and adjust safeguard the agency's interest.

[What we are looking for]

  • Preferably at least 2 years of relevant, hands-on experience is required. Relevant backgrounds include heritage, museum, community-facing arts, events management, or community development, with demonstrable experience in programme execution, vendor or contract coordination, and volunteer management.

  • Background in Arts Management, Humanities, Social Sciences, Communications, or a related discipline is preferred.

  • Fluency in a vernacular language is advantageous but not required.

  • Familiarity with government procurement processes is advantageous.

  • Candidates should be highly organised, proactive, resourceful, and genuinely interested in Singapore's heritage and communities. The ability to manage different workstreams independently while remaining a collaborative team player is essential.

  • For Managerial level - Candidates at this level should have at least 4 years of relevant experience, with a track record of managing partnerships or collaborations independently and leading programmes with minimal supervision.

Successful candidates will be offered a 2-year contract in the first instance.
