[What the role is]
The Constituency Manager serves as an administrator and community facilitator at the constituency level, supporting the formation, development, and consolidation of Grassroots Organisations (GROs) to promote social cohesion, racial harmony, and community bonding. The role works closely with residents, Grassroots Leaders (GRLs), volunteers, and community partners to plan and implement programmes that advance PA's mission of sparking and nurturing community participation for a caring and united Singapore. The incumbent also ensures sound governance and compliance across GRO operations, including financial management, procurement, and data stewardship.[What you will be working on]
- Engage residents and community partners to understand ground needs, gather feedback, and co-create programmes and solutions that strengthen community connectedness and advance PA's People-to-People, People-to-Government, and Government-to-People objectives.
- Plan and execute community activities, programmes, and initiatives at the GRO and divisional levels, including national campaigns organised by PA, the CDC, and GROs, to widen outreach and deepen resident engagement.
- Facilitate the formation and development of interest groups, informal committees, and local communication networks, and coordinate the recruitment, appointment, and reappointment of volunteers and GRO members in accordance with GRO Rules & Regulations and succession planning considerations.
- Attend monthly GRO meetings, provide administrative and logistical support to GROs, and submit timely progress reports to PA HQ to ensure effective implementation of community activities.
- Manage GROs' social media platforms and digital assets, develop communications and marketing materials in accordance with PA guidelines, and communicate government policies to the community with appropriate cultural sensitivity.
- Ensure proper financial management of GROs, including monitoring budgets, preparing grant papers, and working with the CO Finance Coordinator and GCDO Field Governance to ensure timely preparation of accounts and audit readiness in compliance with PA's Financial Rules and Regulations.
- Manage procurement processes, including drafting specifications and procurement papers for ITQs and ITTs, ensuring compliance with PA's procurement guidelines.
- Maintain accurate records and data, including engagement data, correspondence, and finance documents, ensuring proper handling and storage of personal data in compliance with data protection policies and IM8 Data and Incident Management rules.
[What we are looking for]
- Experience - Prior experience in community engagement, social work, grassroots development, or a people-facing role is preferred; candidates with strong co-curricular involvement and demonstrated leadership will also be considered.
- Skills - Strong written and verbal communication skills; ability to engage residents and stakeholders from diverse backgrounds; proficiency in Microsoft Office applications; familiarity with social media platforms (e.g. Facebook, Instagram, TikTok) for community outreach purposes.
- Nice-to-have - Proficiency in a second language (Malay, Mandarin, Tamil, or a dialect) to engage residents from diverse communities; experience in financial administration or procurement.
