In 2022, URA was designated as the Whole-of-Government (WOG) Urban Planning & Design Technology Centre of Excellence (URBEX), to lead the planning and design sector in building up these strategic capabilities.\nAbout Design and Planning Lab (DPLab)\nThe Design & Planning Lab (DPLab) is a multi-disciplinary team in URA which drives URBEX efforts. In recognition of our work, URA was conferred the Excellence Award for ePlanner at Geospatial World Forum 2026, recognising URBEX’s exemplary usage of geospatial tools and solutions in Smart City and Urban Planning. In 2024, URA received the 2024 Esri Special Achievement in Geographic Information System (GIS) Award for demonstrating vision, leadership and innovation in the use of GIS technology, as well as the Esri Singapore GeoInnovation Award for being amongst Singapore’s most progressive organisations in the use of geospatial solutions to transform the future. Our flagship product, ePlanner (a web-based geospatial platform that brings digital planning tools to WOG) also won the Excellence Award at the Singapore Public Service’s Science, Technology and Engineering Conference 2024.\nIn DPLab, you will work alongside talented individuals with expertise in wide-ranging domains including data policy, governance, strategy and engineering, product strategy, business analysis, software engineering, cloud engineering, urban design technologies, data science, AI/Machine Learning, and M&S. You will also work closely with planners, architects, and policymakers to co-create digital solutions that contribute to enhancing the liveability, sustainability and resilience of our city-state.\n[What you will be working on]\nAs Data Product Manager, you will drive the development of data products and workflows that integrate land and space information from different sources, working with planners, agencies and development teams to deliver solutions that meet user needs and broader organisational objectives.\nKey Responsibilities\nBridge planners, stakeholders and development teams to understand user workflows and needs, translate them into actionable requirements, and facilitate the timely prioritisation and delivery of product enhancements.\nMaintain an enterprise-level view of the data products, balancing individual user needs with broader strategic objectives, organisational priorities and dependencies across related initiatives.\nShape and support the implementation and ongoing development of Land and Space data products, working with Product Owners and development teams to ensure solutions are fit for purpose and aligned across user groups.\nDrive the development and adoption of common data standards and improved business processes, working across agencies and stakeholders to enable more consistent and effective use of land and space data.\nUndertake data management and governance efforts, including refining metadata and data models, coordinating data pipelines with source agencies and technical teams, and obtaining the necessary governance clearances for data changes.\n[What we are looking for]\nKnowledge\nFamiliarity with GIS and spatial technologies, particularly Esri tools (e.g. ArcGIS Pro, Enterprise, Workflow Manager).\nGeneral understanding of system and data architecture, including applications, data platforms and integrations.\nStrong understanding of end-to-end data management, including acquisition, transformation, storage, modelling, metadata, quality, governance and security.\nUnderstanding of SQL, Python and data integration tools such as FME.\nUnderstanding of enterprise data governance, classification and security requirements.\nPreferred awareness of urban planning issues, practices, and emerging spatial and digital technologies.\nPreferred knowledge of cloud platforms (e.g. AWS, Azure).\nPreferred knowledge of data visualisation and dashboarding tools.\nPreferred understanding of AI applications (e.g. agents, RAG, knowledge base).\nPreferred understanding of Design Thinking, Service Design or UI/UX principles.\nSkills\nStrong stakeholder management and facilitation skills.\nAble to translate business and planning needs into clear and actionable technical requirements for the development team.\nAble to balance enterprise-level and user-centric priorities\nStrong business analysis, systems thinking and problem-solving skills.\nStrong project and delivery management across multiple workstreams, priorities and dependencies.\nStrong written and verbal communication skills, including the ability to present and facilitate discussions with both technical and non-technical audiences.\nAble to coordinate across agencies, users and data engineers to establish reliable recurring data pipelines and improve data management practices.\nFamiliarity with tools such as Jira and Confluence.\nPreferred Agile experience or certification (e.g. CSM, CSPO).\nPreferred data management certification (e.g. CDMP/DAMA-CDMP).\nAttitude\nComfortable working in a
