PRINCIPAL PROJECT MANAGER, STRATEGIC OPERATION AND INNOVATION

[What you will be working on]

We are seeking a dynamic and forward-looking officer to lead the Strategic Operations & Innovation (SOI) function within the Road & Commuter Infrastructure Development (RCID) Group.

You will spearhead RCID's transformation journey and drive productivity enhancement, digital transformation and capability development efforts across the Group. You will work closely with RCID’s project teams, government agencies, industry partners and institutes of higher learning to strengthen RCID's future-readiness and support the successful delivery of road, bus and commuter infrastructure projects.

Your responsibilities include:

  • Strategic Leadership & Operations: o Lead and oversee the Strategic Operations & Innovation (SOI) section. o Formulate and implement RCID-wide strategies and initiatives to strengthen innovation, digitalisation and capability development. o Drive cross-divisional programmes and strategic initiatives aligned with RCID's long-term objectives and organisational priorities. o Monitor industry developments, emerging technologies and best practices to identify opportunities for continuous improvement and transformation.
  • Innovation & Productivity Enhancement: o Lead the formulation and implementation of RCID's innovation and productivity enhancement strategies. o Drive the identification, evaluation and adoption of emerging technologies, automation solutions, robotics, artificial intelligence and digital tools to improve construction productivity, safety, quality and sustainability. o Establish governance frameworks and prioritisation mechanisms to evaluate, manage and monitor RCID's innovation portfolio. o Build strategic partnerships with government agencies, industry partners, technology providers and research institutions to strengthen RCID's innovation ecosystem. o Promote innovative solutions that enhance workplace safety and support environmental sustainability in infrastructure development. o Oversee the review and enhancement of specifications, standards and work processes to facilitate innovation adoption and industry transformation. o Champion innovation adoption and change management across RCID to achieve measurable improvements in productivity, safety, quality and sustainability.
  • Digital Transformation: o Lead RCID's overall digital strategy and transformation roadmap, including evaluating current systems, monitoring industry trends, and continually developing suitable frameworks to guide new digital initiatives and identify opportunities for digital enhancement o Establish governance frameworks, policies and standards for digitalisation initiatives across RCID to ensure alignment with organisational objectives and Whole-of-Government digitalisation efforts. o Drive the identification, prioritisation and scaling of digital solutions to enhance project planning, construction management, contract administration, site supervision and business operations. o Oversee RCID's portfolio of digital transformation initiatives, including emerging technologies such as Artificial Intelligence (AI), Robotic Process Automation (RPA), Video Analytics (VA), Digital Twins, Data Analytics, Predictive Technologies, Virtual Reality (VR) and enterprise digital platforms. o Provide strategic guidance to project teams in evaluating, piloting and implementing innovative digital solutions through proofs-of-concept and technology trials
  • Capability Development o Oversee RCID's capability development strategy to support the Group's long-term objectives and future workforce needs. o Formulate competency frameworks, career development pathways and capability-building roadmaps to strengthen technical, project management, leadership and future-ready skills across RCID. o Champion a learning culture that supports technical excellence, project management, safety, innovation and sustainable development. o Drive capability development initiatives, including talent development and professional accreditation programmes. o Lead capability-building efforts to support RCID's transformation journey, particularly in digitalisation, AI, automation, data analytics and emerging construction technologies. o Establish and strengthen partnerships with Institutes of Higher Learning, government agencies, professional institutions and training providers. o Oversee the development and implementation of structured learning roadmaps and programmes for engineers, project managers and technical professionals. o Lead workforce skills assessments and capability gap analyses to identify current and emerging competency requirements. o Monitor and evaluate the effectiveness of capability development programmes and recommend improvements.

[What we are looking for]

  • Knowledge in Engineering, Construction Management, Information Technology, Organisational Development, Business Administration or related disciplines
  • At least 15 years of relevant experience in leading teams in the management of civil/building/infrastructure construction projects, innovation management, digital transformation, organisational development or related fields
  • Prior experience in leading multidisciplinary teams and organisational transformation initiatives will be a value add
  • Formulating and implementing organisation-wide strategies and programmes relating to innovation, digitalisation, operational excellence and capability development
  • Understanding of emerging technologies and digital solutions
  • Strong understanding of innovation management, productivity enhancement, process re-engineering and business transformation methodologies
  • Excellent stakeholder engagement, collaboration and influencing skills, with the ability to engage senior management, project teams, government agencies, industry stakeholders, Institutes of Higher Learning and professional bodies
  • Strong analytical, strategic thinking, communication and presentation skills, with the ability to translate complex challenges into actionable strategies and outcomes
  • Experience in the construction, infrastructure or built environment sector will be advantageous
