The project comprises additions and alterations to the existing SAA facilities, as well as a new building extension. The successful candidate will manage the full lifecycle of contract and procurement activities, combining strong commercial expertise with practical construction-site experience to ensure sound project governance throughout delivery.[What you will be working on]\nManage end-to-end procurement activities, including tenders, quotations, and other procurement exercises, in accordance with government procurement rules and frameworks.\nPrepare and issue Invitations to Tender, Invitations to Quotation and other procurement documents; evaluate submissions; and recommend awards.\nAdminister contracts following award, monitor contractor performance and contractual compliance, and assess claims and variation requests for validity and reasonableness.\nPrepare contract variation papers, ensuring that changes are properly documented, justified, and approved within delegated financial authority limits.\nConduct and participate in site visits and inspections to verify progress, assess site conditions, and gather information to support contractual decisions and dispute resolution.\nEngage consultants, site supervisory staff, and contractors to identify developments with contractual, cost, schedule, or operational implications.\nManage the development budget and project cost controls, including expenditure forecasting, assessment of progress payments, cost reporting, and monitoring of variation costs against approved budgets.\nPrepare and present budget, tender recommendation, contract variation and other approval papers to management and the relevant approving authorities.\nMaintain effective project governance by ensuring that activities, decisions, and approvals comply with established policies, procedures, and delegated authority limits.\nMaintain complete procurement and contract management records, supporting documentation and audit trails, and support internal and external audits.\nCollaborate closely with project managers, engineers, finance, legal and other stakeholders to align procurement and contract management activities with project timelines and organisational objectives.\n[What we are looking for]\nTraining in Quantity Surveying, Civil Engineering, Building, Construction Management, or a related field.\nAt least 5 years of relevant experience in contract management and procurement. A combination of office-based contract administration and construction-site experience is strongly preferred.\nExperience in additions and alterations, particularly involving institutional or government buildings, would be an advantage.\nDemonstrated project governance experience, including the implementation of approval processes, controls, and risk management practices.\nFamiliarity with standard forms of construction contract, including the Public Sector Standard Conditions of Contract (PSSCOC).\nWorking knowledge of government procurement frameworks, including the Government Instruction Manuals (IM) and the Government Electronic Business (GeBIZ) procurement platform.\nStrong analytical and writing skills, with experience in preparing procurement documents, contract variation papers, and approval papers.\nAbility to manage multiple workstreams, meet tight deadlines and engage stakeholders effectively at all levels.\nExcellent teamwork and interpersonal skills, with a demonstrated ability to collaborate across multidisciplinary teams and build constructive working relationships.\nYour appointment designation will commensurate with your relevant work experience.
