We invest in our employees through training, mentorship, and opportunities for professional growth.\nWAGE RANGE: $64,000 - $72,000/annually\nJOB SUMMARY: Catholic Charities is seeking a dynamic and self-motivated people leader who is compassionate, trauma-informed, and culturally aware to serve as a Program Manager II overseeing our Higher Ground St Paul Campus.\nHigher Ground Saint Paul Shelter provides a safe place to stay for single adults experiencing homelessness. This shelter is part of Catholic Charities’ Dorothy Day Place campus, located in downtown Saint Paul\nThis role ensures coordinated, high-quality services delivered in partnership with community organizations such as Ramsey County, Hennepin County Minnesota Community Care, veteran services, and mental-health providers. The Program Manager cultivates a trauma-informed, inclusive environment that fosters dignity and belonging while maintaining strong operational, financial, and compliance standards.\nThe successful candidate demonstrates collaborative leadership, strong business acumen, and a deep commitment to Catholic Charities’ mission of ending homelessness and poverty.\nESSENTIAL FUNCTIONS:\nProvide strategic and day-to-day leadership for the Residences operations and service coordination.\nSupervise, coach, and support program staff to deliver high-quality, trauma-informed services.\nOversee program budgets and expenditures; ensure compliance with funding and reporting requirements.\nPartner with internal teams and external organizations to maintain seamless referral and navigation systems.\nMonitor data accuracy, outcomes, and reporting for accountability and continuous improvement.\nLead program planning and quality-assurance initiatives that align with agency and community goals.\nRepresent Catholic Charities in cross-agency meetings and collaborative networks focused on homelessness and housing stability.\nFoster an inclusive, welcoming environment that reflects Catholic Charities’ mission and values.\nPerform other related duties as assigned.\nMINIMUM QUALIFICATIONS:\nHas the ability to work with diverse and/or low-income populations, including those who may be experiencing homelessness, unstable housing, and/or mental illness.\nCommitment to trauma-informed care, harm reduction, and housing-first principles.\nEquivalent experience or bachelor’s degree in human services, public administration, or a related field\nMinimum of three (3) years of progressive program management and supervisory experience.\nDemonstrated experience with budget oversight and data-driven program management.\nKnowledge of issues related to homelessness, mental health, chemical dependency, and housing systems.\nProven ability to lead and inspire diverse teams in a fast-paced environment.\nExcellent communication, collaboration, and problem-solving skills.\nValid driver’s license and proof of insurance required.\nJOB CLASSIFICATION:\nFull-Time;
