Includes but not limited to facilitating scope development, compiling estimates based on developed scope, facilitating detailed engineering, following scope change protocols, preparation of request for bid packages, evaluating proposals, requisitioning materials and services, execution of project scope utilizing in-house labor or outside construction contractors, and tracking overall project costs and schedule and preparation of routine formal reporting. Acts as CF management representative and actively coordinates the CF project team with the Engineering partner, Technip. Integrated into all aspects of the Technip work fronts (Engineering, Procurement, Project Controls, etc.) Ensures change orders to EPF contract are limited by contract SME insight and effective communication/coordination between CF and Technip. Acts as CF management representative for main Mechanical Contractor for pre-mobilization construction planning, and construction execution. Major Responsibilities : \nSection 1 (Project Development)\nManage project scope, provide oversight of Technip, Mechanical Contractor, and other 3rd Party activities and assure accuracy on progress reports.\nCoordinate management interface between Technip, Construction Contractor and CF Leadership.\nEnsure CF Project team resources are aware of upcoming critical work activities and notify CF management when resources are creating engineering review backlogs.\nMonitor progress and productivity or responsible 3rd Parties and advise on proper resource allocation. Notify CF management as deficiencies are noticed. Work with 3rd Parties to come up with schedule recovery plans when schedule delays are discovered.\nWork with 3rd Parties to prepare Change Orders as necessary and facilitate C/O management process.\nExecute project within approved budgets while controlling project scope.\nOversee 3rd Party procurement processes\nManage and coordinate with external engineering firms the strategies for packaged equipment such as process modules, vendor skids, or process unit packages. This includes coordination around engineering specifications, procurement, vendor selection (and subsequent management), logistics, construction/installation oversight, and commissioning/startup support.\nEffectively develop detailed project schedules and project cash flow projections and communicate project status and progress vs schedule and budget targets to management frequently and in writing. Proactively communicate delays and impact with management.\nStrive to improve skills that add value to both them and the company.\nMaintain a professional working relationship with all departments.\nTravel as needed to Houston, Italy, OEM Facilities, or other domestic and international locations as needed.\nSection 2 (EHS)\nIncorporate the applicable requirements of the site EHS program into project design scopes and continually evaluate ways to make the site operator more safely.\nCoordinate with project team members to ensure the project safely meets the end users’ needs and follow all CF Policies and applicable laws/regulations.\nParticipate in EHS risk assessment for the project as needed.\nActively practice environmental, health, and safety activities associated with individualized job functions.\nEnsure timely execution of Hazop studies for area of responsibility.\nIII. Supervisory Relationships:\nPosition Reports To: Project Integration Director\nSubordinate Positions: Technip Houston Office, Mechanical Construction Contractor, other 3rd Parties as required\nIV. Incumbent Attributes: \nEducation: BS in Engineering from an ABET accredited university or equivalent combination of education and experience. Chemical or Mechanical Engineering preferred.\n Years of experience: 10+ years in some combination of operations or engineering at CF, a comparable chemical manufacturing company or an appropriate engineering and technology services provider.\n5 or more years of experience with capital project development and/or execution. Project Management Professional (PMP) Certification preferred.\nAbility and willingness to communicate effectively across multiple cultures and time zones both verbally and in writing\nAbility and willingness to work alternative shifts/schedules to support 24 hour/7 days per week operations during critical activities for construction, commissioning, and startup.\nHigh degree of personal responsibility for assigned project safety, cost, and schedule performance\nRequires minimal management oversight.
