The PM is responsible for planning, directing, coordinating, and managing all Base Operations Support (BOS) services performed under the contract, including maintenance operations, work management, quality control, subcontractor oversight, customer service, resource management, transition activities, and contract compliance. The PM serves as the primary interface with the Government and ensures all services are executed in accordance with contract requirements, performance standards, and applicable regulations.\nResponsibilities\nResponsible for the overall performance of the work and maintain full authority to act for the Contractor on matters involving daily contract operations.\nServe as the Contractor's central point of contact for contract operations, including after normal working hours.\nPhysically present onsite from 0730 to 1630, Monday through Friday, excluding federal holidays and administrative closures.\nDirect and oversee daily execution of contract requirements and ensure compliance with all PWS performance standards.\nLead contract startup, transition-in, and transition-out activities, including personnel onboarding, property accountability, Government-furnished equipment inventories, and continuity of operations planning.\nEnsure the transition plan identifies key personnel onboard and the status of required IT/network accounts and access.\nEstablish and maintain the Project Management Office (PMO).\nOversee development, implementation, and maintenance of the Quality Control Plan (QCP) and associated quality assurance processes.\nManage workforce staffing, labor utilization, subcontractors, and organizational performance to ensure mission requirements are met.\nEnsure timely submission of contract deliverables, reports, corrective action plans, and management documentation.\nCoordinate closely with the Contracting Officer, Contracting Officer's Representative, Directorate of Public Works personnel, and installation stakeholders.\nProvide the Project Manager's name to the Contracting Officer.\nDesignate in writing a qualified alternate authorized to perform the Project Manager's duties during absences.\nEnsure the Project Manager and alternate are identified at contract start in accordance with TE 1.0.\nAttend post-award conferences, contract review meetings, customer meetings, and performance evaluation sessions.\nPrepare, review, and distribute meeting minutes and management reports as required.\nManage customer service, issue resolution, and stakeholder communications to ensure customer satisfaction and mission support.\nSupport emergency response activities, continuity of operations efforts, and installation recovery operations as required.\nSupervise key personnel and ensure compliance with security, safety, environmental, and operational requirements.\nPerform other duties as assigned.\nQualifications\nBaccalaureate degree from an accredited college or university in a field related to management; or a résumé demonstrating the individual's capability.\nMinimum five (5) years’ experience in base support management or on a contract similar in scope and breadth to this solicitation.\nObtain and maintain a favorable Tier 1 investigation.\nPreferred Qualifications\nBachelor's degree in Facility Management, Engineering, Construction Management, Business Administration, or related field.\nExperience managing IMCOM, Army, or DoD BOS contracts.\nProfessional certifications such as Facility Management Professional (FMP), Certified Facility Manager (CFM), Sustainability Facility Professional (SFP), or Facilities Management Certificate.\nDemonstrated experience utilizing GFEBS and Army maintenance management systems.\n\nKnowledge, Skills and Abilities\nAbility to understand, speak, read, and write English.\nExtensive knowledge of Army installation operations and facilities management programs.\nPossess strong leadership, organizational, and communication skills.\nAbility to manage multiple operational priorities across geographically dispersed work locations.\nKnowledge of work management, preventive maintenance, demand maintenance, project execution, and asset management principles.\nAbility to analyze operational data and implement process improvements.\nPossess strong customer relations and conflict resolution skills.\nAbility to prepare executive-level reports, briefings, and presentations.\nWorking knowledge of applicable FAR, DFARS, Army regulations, and performance-based contracting principles.\nPhysical Demands: (The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
