This position serves as a key advisor to leadership on emergency preparedness, response, recovery, continuity planning, and crisis management initiatives.\nResponsibilities\nLead the development, implementation, administration, and continuous improvement of emergency management programs, policies, plans, and procedures. \nDevelop and maintain emergency operations plans, continuity plans, response procedures, recovery frameworks, and related program documentation. \nEnsure emergency management initiatives support organizational priorities, regulatory requirements, and operational objectives. \nIdentify program risks, capability gaps, and improvement opportunities and recommend appropriate corrective actions. \nAdvise leadership regarding emergency preparedness, resilience, continuity, and response-related matters. \nMonitor emergency management program performance and establish key performance indicators to evaluate readiness and effectiveness. \nFacilitate the development, review, and annual update of emergency management plans, emergency response procedures, operational checklists, and supporting documentation. \nCoordinate planning efforts across multiple departments to ensure consistency and integration of emergency preparedness activities. \nConduct hazard vulnerability assessments, risk analyses, emergency preparedness reviews, and program evaluations. \nAnalyze operational, environmental, and organizational risks and develop mitigation recommendations. \nDevelop and maintain relationships with emergency management partners, government agencies, response organizations, and mutual aid partners. \nSupport the readiness, operation, and effectiveness of the Emergency Operations Center. \nServe as the organization's EOC Manager during exercises, planned events, and emergency activations. \nCoordinate EOC staffing, procedures, communication processes, and operational documentation. \nProvide leadership with situational awareness, resource recommendations, operational assessments, and decision support during emergencies. \nCoordinate response and recovery activities among stakeholders and ensure timely information sharing during incidents. \nDevelop and manage emergency management training programs for leadership, employees, emergency response personnel, and designated stakeholders. \nDesign, plan, coordinate, facilitate, and evaluate drills, tabletop exercises, functional exercises, and full-scale exercises. \nDevelop exercise objectives, scenarios, evaluation criteria, and after-action reports. \nIdentify lessons learned and implement corrective action plans to improve organizational preparedness. \nEnsure emergency management training programs remain current with industry standards, regulatory requirements, and emerging threats. \nOther duties as assigned\nQualifications\nMinimum Qualifications:\nMinimum of six (6) years of progressively responsible experience in emergency management, disaster preparedness, emergency operations, public safety, military operations, or a related field. \nMinimum of two (2) years of supervisory, leadership, or program management experience. \nExperience developing emergency plans, conducting risk assessments, managing exercises, and supporting emergency operations. \nExperience coordinating with multiple stakeholders in a complex operational environment. \nAbility to obtain and maintain a Secret clearance.\nSuccessfully pass background and drug screening\nPreferred Qualifications:\nBachelor's degree in Emergency Management, Homeland Security, Public Administration, Public Safety, Business Continuity, Environmental Health & Safety, or a related field preferred. \n\nKnowledge, Skills and Abilities:\nAdvanced knowledge of emergency management principles, crisis management, business continuity, and disaster recovery. \nThorough understanding of incident management systems and emergency response frameworks. \nStrong planning, analytical, and problem-solving skills. \nAbility to interpret regulations, policies, standards, and guidance documents and apply them to operational environments. \nExcellent project management and organizational skills. \nAbility to evaluate risks and develop practical solutions to complex preparedness challenges. \nStrong written communication skills, including plan development, report writing, policy creation, and executive-level briefings. \nExcellent verbal communication and presentation skills. \nAbility to exercise sound judgment and make informed recommendations on matters of organizational significance. \nProficiency with Microsoft Office Suite and other business management systems. \nAbility to manage multiple priorities in a dynamic and fast-paced environment. \nStrong interpersonal skills and ability to build effective partnerships at all organizational
