This role performs program management duties in support of digital, cyber, and emerging technology foreign assistance activities, overseeing program implementation and evaluating the operational effectiveness to advance priority U.S. policy objectives. Success in this role requires strong program and resource management skills, foreign policy expertise, and experience navigating interagency processes.\nCompensation & Benefits:\nPay rate: $100,000 - $175,804.23\nPay commensurate with education and experience.\nFull-time benefits include Medical, Dental, Vision, 401K, and other possible benefits as provided.Benefits are subject to change with or without notice.\nProgram Manager Responsibilities Include:\nCoordinates and leads multiple complex foreign assistance programs aligned with the organization’s mission and goals, overseeing program design, implementer performance, and day-to-day operations to ensure project and department milestones are achieved within approved budgets. \nStrong understanding of a hands-on approach to foreign assistance programming to include grants, cooperative agreements, contracts, and interagency agreements. \nDirectly guides implementation and coordination of CDP objectives and programs. \nSupports CDP/STIIC leadership to ensure day-to-day tasks and milestones are on target and have extensive knowledge of Department processes, acting as an expert on complex technical and business matters. \nAssists in developing grant applications and/or proposals and will lead coordination with CDP policy unit colleagues and Department stakeholders. \nWorks highly independently, reporting to senior leadership in the foreign assistance unit, and supports colleagues and implementing partners in adapting program content to changing circumstances and U.S. government standards. \nProactively identifies and resolves issues before implementation, communicates concerns promptly to CDP/STIIC leadership, supports scheduled program evaluations, and collects indicator data and success stories from partners, Posts, member governments, and interagency members. \nProvides analysis of assistance recipients and develops appropriate engagement plans while leveraging assistance tools across the Bureau and department.\nDrafts memos, reports, talking points, briefing materials etc. as required.\nStrong understanding of foreign affairs and U.S. national and economic security policy priorities as it relates to ICT, cyberspace and emerging technology issues is preferred.\nWork in close collaboration with interagency and Department partners. This position operates in a highly complex environment, requiring both independent judgment and collaborative engagement.\nPerforms other job-related duties as assigned.\n\nProgram Manager Experience, Education, Skills, Abilities requested: \nBachelor's degree from an accredited institution (or equivalent)\nAt minimum fifteen (15) years of experience with government management policies and procedures, government accounting and reporting, contracting and procurement, and restrictions on programming stemming from Congressional provisions (preferred).\nAt minimum ten (10) years of experience in the development and implementation of foreign assistance capacity-building programs, multi-tasking complex projects and processes, requiring interpersonal and customer service, writing, analytic, problem-solving, and computer skills experience (preferred). \nAbility to support in the design of program goals, objectives, outputs, and performance measurement systems, including results frameworks, providing inputs into monitoring and evaluation planning and reporting. \nAbility to develop engagement plans.\nAbility to coordinate with interagency partners and manage complex systems. \nAbility to communicate effectively orally and in writing with a diverse range of stakeholders including but not limited to other Department Bureaus, other U.S. agencies, Embassies, Congress, and other partners. \nAbility to travel for program oversight. \nRegional expertise desired but not required.\nSecret clearance is required; ability to obtain TS \nMust pass pre-employment qualifications of Cherokee Federal.\nCompany Information:\nCherokee Nation System Solutions (CNSS) is a part of Cherokee Federal - the division of tribally owned federal contracting companies owned by Cherokee Nation Businesses.
