The incumbent leads a team responsible for maintenance execution, contractor management, asset reliability, operational readiness, and facilities support while ensuring business continuity, cost-effective operations, and achievement of operational performance objectives. The role exercises independent judgment in prioritizing operational activities, allocating resources, and resolving day-to-day operational issues while supporting the Operations Manager in achieving Supply & Operations objectives\nResponsibilities:\nThe Employee will:\nHSSE and Compliance\nEnsure that there is an effective implementation of the company's Business Controls. This requires adherence to company policies, standards, guidelines and systems (procedures).\nBe actively involved in Terminal initiatives/programs and its implementation. This may be on HSSE, Road Transport, Engineering, Finance, People, etc.\nEffectively implement the HSSE-Management System for both the IP&E Terminal and Transport operations.\nMonitor and report on HSSE performance. Follow Incident/Near Miss Management Procedures.\nComply with all legal and regulatory requirements, operating permits and licenses, industry standards and codes of practice and internal performance measures.\nSafeguard all company assets and facilities through effective maintenance to optimize its utilization.\nParticipate in all audits of the IP&E Terminal, Government and 3rd Party Terminal.\nMaintain and update all work instructions and procedures related to Warehouse Operations, F3 Operations and management of operators and fleet mechanic and logistics support.\nCheck that all documents are transmitted, filed properly. (i.e. easily retrievable) and updated according to the established procedure and regulations.\nVehicle and Equipment Management \nOversee Effective implementation of the Preventive Maintenance Plan for all trucks and maintain records of execution.\nReview the pre and post-trip inspection reports submitted by drivers and address concerns indicated in a timely manner and maintain records of execution.\nSchedule required maintenance work with third party providers including creation of PR/PO in NAV\nRespond to equipment breakdowns when they occur.\nDevelop and execute long-term preventive and predictive maintenance strategies for company facilities, fuel delivery vehicles, operational equipment, pipelines, and terminal assets.\nEstablish maintenance priorities based on operational risk, asset criticality, business impact, and lifecycle considerations.\nMonitor equipment performance, maintenance history, and reliability metrics to identify improvement opportunities.\nLead asset lifecycle planning, including refurbishment, replacement planning, and capital improvement recommendations.\nEvaluate equipment utilization and recommend initiatives that improve asset availability while reducing downtime.\nCoordinate major maintenance activities to minimize operational disruptions.\nServe as the primary contract administrator for third-party maintenance providers.\nMonitor contractor performance against safety, quality, schedule, and cost expectations.\nEvaluate contractor effectiveness and recommend improvements to maintenance delivery.\nDevelop contractor performance metrics and service standards.\nOperation Excellence\nLead continuous improvement initiatives related to facilities, fleet maintenance, and operational support.\nAnalyze maintenance trends, failure data, and operating costs to identify opportunities for increased reliability and reduced maintenance expense.\nDevelop standardized maintenance practices across facilities and operational assets.\nIdentify opportunities for automation, digital maintenance tools, and process optimization.\nBenchmark maintenance performance against industry best practices and implement improvements where appropriate.\nExercise independent judgment in resolving operational issues affecting facilities, fleet, and maintenance activities.\nPrioritize operational work based on safety, business continuity, customer commitments, and operational risk.\nEscalate significant operational risks and resource requirements to the Operations Manager.\nPeople Management\nSupport Guam Operations Manager for the career development of staff, through participation in learning interventions, cross function trainings and upskilling.\nProvide manpower for back-up support for road transport operations as needed.\nLead, coach, direct, assign, and evaluate the performance of maintenance personnel, operators, fleet mechanics, and logistics support staff.\nEstablish performance expectations and hold employees accountable for operational, safety, and service objectives.\nConduct performance discussions and support employee development planning.\nManage workforce scheduling, workload allocation, overtime utilization, and operational coverage.\nFoster a high-performance culture focused on accountability, teamwork, safety, and continuous improvement.\nProvide technical leadership on complex maintenance and operational issues.\nLiaise, develop and maintain rapport with other staff, customers, community and government.\nMake certain that staff has the right access to Company system, taking in consideration the job requirement and limitation of the system.\nExercise administrative functions on all subordinates.\nFinancial Management\nDevelop annual operating forecasts for facilities operations.\nMonitor operating expenditures and ensure activities remain within approved budgets.\nReview maintenance expenditures and identify opportunities for improved cost efficiency.\nApprove operational purchases within delegated authority.\nRecommend capital improvements and maintenance investments\nCross-Functional Leadership\nServe as the operational liaison between Engineering, Terminal Operations, Road Transport, Commercial, Procurement, and third-party maintenance providers.\nLead cross-functional initiatives that improve operational reliability and asset performance.\nProvide technical expertise during operational projects involving facility upgrades, equipment replacement, and infrastructure improvements.\nKnowledge, Skills and Abilities:\nEducation:\nCompletion of a bachelor's degree at an accredited college or university, or five years related experience and/or training;
