In this role, you will be responsible for the design, development, testing and implementation of the Operating Model & Aritifical Intelligence (OMAI) Fusion application - a critical enterprise platform responsible for centralizing, mastering and distributing high-quality reference data across Citi’s global business lines.\nAs a Senior Programmer Analyst, you will leverage your expertise in Python and Oracle database technologies to build high-performance data processing pipelines, optimize complex database architectures and deliver resilient software solutions that support mission-critical enterprise operations.\nKey Responsibilities\nApplication & Pipeline Development: Design, code, test and implement robust backend services, ETL data pipelines and batch/real-time processing components for the Fusion platform using Python.\nDatabase Architecture & Optimization: Architect, optimize and maintain complex Oracle databases; write, tune and maintain advanced SQL queries, stored procedures, PL/SQL packages, triggers and views to handle large volumes of reference data efficiently.\nMaster Reference Data Integration: Partner closely with business analysts, data stewards and upstream/downstream application teams to analyze reference data requirements and translate them into scalable technical implementations.\nSystem Performance & Scalability: Identify system bottlenecks, perform performance tuning across Python code and Oracle databases and implement partitioning, indexing and memory optimization strategies.\n Engineering Standards & Quality: Define and adhere to software development best practices, test-driven development (TDD), automated unit/integration testing and code review processes to maintain high code quality and reliability.\nCI/CD & DevOps Collaboration: Work with modern CI/CD pipelines to support automated builds, deployments and environment configuration management.\nProduction Support & Risk Mitigation: Assist in tier-3 technical troubleshooting and root cause analysis for production incidents; ensure all implementations comply with Citi’s security, risk management and governance standards.\nMentorship & Team Collaboration: Provide technical guidance and peer reviews to junior developers, actively participating in Agile/Scrum ceremonies and sprint planning.\n\nRequired Qualifications & Skills\nExperience: 5-8 years of professional experience in software engineering and application development, with a proven track record of delivering enterprise-scale systems into production.\n Python Expertise: Strong hands-on proficiency in Python (3.x) for enterprise application development, data manipulation, object-oriented design and automated testing.\n Oracle & SQL Mastery: Advanced proficiency with Oracle Database (12c/19c+), including complex SQL query design, PL/SQL programming, schema design, index optimization, query execution plan analysis and database performance tuning.\n Data Modeling & ETL: Strong understanding of relational data modeling, Master Data Management (MDM) concepts, data normalization/denormalization and large-scale data ingestion and transformation pipelines.\n Development Practices: Practical experience with version control systems (Git), continuous integration/continuous deployment (CI/CD) pipelines and automated testing frameworks (e.g., pytest, unittest).\nProblem Solving & Communication: Excellent analytical, troubleshooting and problem-solving skills, with the ability to communicate technical concepts clearly to both technical peers and business stakeholders.\nEducation: Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or a related field; or equivalent relevant work experience.\n\nBeneficial Skills & Qualifications\nExperience working within Financial Services, specifically with Master Reference Data, market data, instrument/counterparty reference data, or regulatory reporting systems.\nExperience with Python web frameworks and API design (FastAPI, Flask, or Django) for building internal data services and RESTful APIs.\nFamiliarity with enterprise workload scheduling tools (e.g., Autosys, Airflow, Control-M) and enterprise messaging systems (e.g., Apache Kafka, IBM MQ).\nFamiliarity with containerization technologies (Docker, OpenShift, Kubernetes) and cloud infrastructure concepts.\nExperience in Linux/Unix shell scripting and automated deployment automation.\n\nWhat We Offer\nAt Citi, you will work at the core of enterprise data management and financial services technology, contributing to critical platforms that operate at genuine global scale.
