Team & Role Overview
The Investment Planning and Portfolio Oversight role sits within the Custody Business Execution team, and as part of the broader Investor Services business in Citi.
This role is responsible for managing the technology budgeting process for the Custody business and overseeing the execution of the change book of work.
It covers the full scope of the Custody Product set - Transaction Management, Asset Servicing, FX, Cash, Digital Assets, Tax and Business Services
Custody sits within Investor Services, part of Services -one of the primary core business lines at Citi. Serving institutional clients across more than 95 markets and operating the industry’s largest proprietary custody network in over 60 markets, Services provides integrated payments and collections, liquidity management, trade services, securities custody, fund administration, and issuer solutions to sovereign wealth funds, asset managers, banks, broker-dealers, and multinational corporations worldwide.
What You’ll Do
As the Custody Investment Planning and Portfolio Oversight Lead, you will drive the end-to-end global technology investment portfolio for Custody. You will serve as the primary liaison between Custody Product, Operations, Technology, Finance and Investor Services to ensure that multi-million-dollar technology investments deliver strategic differentiation, regulatory compliance, risk mitigation, an improved client experience and strong commercial ROI.
Key Responsibilities:
- Lead Annual Technology Investment Planning: Drive the annual and multi-year technology book of work (BoW) planning cycle for Custody, establishing and managing a transparent and rigorous investment prioritization framework.
- ROI Tracking & Portfolio Governance: Implement structured governance forums, scorecard metrics, and financial oversight to track project delivery against budget, monitor capitalization vs. expense burn, and measure post-implementation commercial/productivity ROI.
- Business Case Formulation & Appraisal: Partner with Custody Product Managers and Operations Leads to build robust, quantitative business cases and benefits-realization plans for platform modernization, process automation, digital assets capabilities, and market infrastructure mandates
- Strategic Prioritization & Risk Reduction: Balance discretionary investments against mandatory/regulatory programs, prioritizing initiatives that optimize asset safety, mitigate operational and counterparty risks, and improve straight-through processing (STP) rates.
- Stakeholder Engagement: Act as the trusted advisor and central point of coordination for senior business heads across Custody Product, Technology leads, Finance, Operations and the Investor Services team.
- Own the Custody Strategic Investment Story: H elp craft the Custody investment thesis, and ensure it propagates through to the execution book of work - top down strategy alignment with bottoms up tech spend.
What We’ll Need From You
Qualifications & Experience:
- 10+ years of relevant experience in Financial Services, Securities Services/Custody, or Management Consulting with a focus on Technology Strategy, Investment Portfolio Governance, or Transformation Execution.
- Custody Knowledge: Strong understanding of the Investor Services business - including Global Custody, Direct Custody and post-trade settlement cycles.
- Portfolio & Financial Governance: Demonstrated track record in managing large-scale technology investment budgets, business case evaluations, cost-benefit analyses, and Capex allocation models.
- Transformation & Architecture Methodologies: Experience with business capability modeling, target state architecture design, and process mapping frameworks. Agile experience preferable.
- Executive Stakeholder Management: Exceptional communication, storytelling, and consensus-building skills with proven ability to influence senior C-suite and managing director-level stakeholders across Product, Technology, and Operations in a matrixed environment.
- Agility & Analytical Rigour: Strong problem-solving abilities with experience managing competing priorities under tight delivery and regulatory deadlines.
- Education: Bachelor’s or Master’s degree in Finance, Economics, Computer Science, Business Administration, or equivalent practical experience.
- Digital and AI native: Embrace new and improved ways of working, putting AI-capabilities at the centre of a process improvement agenda
