The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build strong neighborhoods that ensure enduring safety

About the Role:

The Deputy Executive Director will assist in the development and implementation of strategies on arrest procedures, case processing, and bail that reduces pretrial detention and incarceration. Reporting to the Executive Director of Diversion and Transition, the Deputy Executive Director will assist in the leading of a portfolio of programs designed to reduce pretrial incarceration, improve outcomes for justice-involved people, and contribute to meaningful reforms of the criminal justice system as a whole. The ideal candidate will have experience in direct social services and/or criminal justice, community engagement skills and experience, and an entrepreneurial capacity to coordinate the diverse set of constituencies and strategies needed to execute large scale change.

The Deputy Executive Director will report to the Executive Director of Diversion and Transition. Responsibilities of the Deputy Executive Director include but are not limited to:

Strategic Partnerships & Stakeholder Engagement:

- Develop and maintain strategic partnerships with city and state agency stakeholders, community-based organizations, contracted providers, and criminal justice system partners.

- Coordinate and facilitate cross-sector collaboration efforts in support of Diversion and Transition initiatives.

- Collaborate with internal and external stakeholders to support equitable access to services and successful participant outcomes.

- Coordinate in-person and virtual convenings, symposiums, trainings, meetings, and learning sessions for contracted vendors, stakeholders, and community across the Diversion and Transition team initiatives.

Program Operations & Implementation:

- Support the supervision, coordination, and implementation of Diversion and Transition programs and initiatives, including but not limited to:

o Supervised Release

o Alternatives to Incarceration (ATI)/Diversion programs

o Community Courts

o Reentry Services

o Emerging pilot initiatives and demonstration projects

- Monitor project timelines, deliverables, and operational needs to ensure successful program execution.

- Assist in identifying opportunities for innovation and continuous improvement across program portfolios.

- Support collaboration across the Strategic Interventions Unit within MOCJ to align programming, policy, and operational goals.

Financial & Contract Management

- Support financial oversight and monitoring of contracted vendors using relevant city financial and reporting databases.

- Develop working knowledge of Health and Human Services (HHS) contracting, procurement, and compliance processes.

- Assist with contract management activities including timely registration, invoicing, budget tracking, reporting, and procurement coordination.

- Support the identification, development, and procurement of grant and funding opportunities that advance agency goals and strategic initiatives.

1. Do you have a baccalaureate degree from an accredited college or university?

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
