The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City.

As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

Your Team:

The Office of Development (OOD) leads the agency’s effort to create and preserve affordable housing in collaboration with other HPD offices as well as other city, state and federal agencies. The OOD is comprised of eight divisions that administer a range of programs. These divisions include New Construction Finance, Special Needs Housing, Housing Incentives, Building and Land Development Services (BLDS), Homeownership Opportunities and Preservation, Preservation Finance, Portfolio Management and Conversions, and Compliance and Enforcement.

The Division of Building and Land Development Services leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within OOD. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 100 staff composed of seven units which include: the Bureau of New Construction Design Review Services, the Bureau of Preservation Design Review Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.

Your Impact:

As part of the BLDS Executive Office, the Director of Interagency Coordination will be responsible for leading the Agency’s efforts to implement the city-wide housing initiative known as Accelerating and Streamlining Affordable Production (ASAP).

Your Role:

This role involves coordination with internal and external partners and stakeholders to address various complex issues to further the ASAP housing initiative focused on interagency coordination for a large pipeline of HPD-financed affordable housing projects.

Your Responsibilities:

- Work closely with the Associate Commissioner to lead the division’s efforts in achieving the Agency’s and Division’s goals and objectives of accelerating the production of affordable housing.

- Lead interagency coordination efforts for the division and work closely with the Mayor’s Office and various external partners, including but not limited to, city agencies and utility companies, that are involved in the permitting and approval process for affordable housing projects with the goal of reducing timelines and obstacles to housing production.

- Liaise with the Mayor’s Office and perform various operational tasks related to the ASAP housing initiative, including pipeline and data management, process mapping, organizing trainings, and identifying best practices and lessons learned.

- Serve as a member of the ASAP task force and attend regularly scheduled meetings.

- Develop and manage housing pipeline tracking tools, reports, and data analyses to be utilized by the ASAP task force and senior management teams.

- Coordinate with various teams within BLDS who oversee the tracking of project progress throughout the pre-development and construction phases to assure adherence to critical project milestones, timelines, budgets, deliverables, and contractual requirements.

- Manage external communication, coordination, and work closely with other divisions in the Office of Development.

- Engage in proactive engagement and coordination with an expanded group of external partners.

Preferred Skills

1. Candidates must possess strong management and leadership skills, be self-motivated, and work effectively with others. Candidates with supervisory experience are highly preferred.

2. The ideal candidate should have a background in Housing Development, Design and Construction, Program Management, Urban Planning and Development, or related field, and possess related professional experience and extensive knowledge in all phases of design and construction.

3. Excellent trade base knowledge and familiarity with New York City government and housing issues.

4. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters and take initiative.

6. Excellent writing, interpersonal, organizational, and communication skills.

7. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex housing development issues.

9. A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.

10. Candidate may be subject to a background investigation conducted by the New York City Department of Investigation.

Please note, finalists for this position must have filed for the Open Competitive Associate Housing Development Specialist exam #4122 or promotional exam #4570. In addition, the position is open to applicants who are already permanent in the Associate Housing Development Specialist title, or permanent in another comparable civil service title. Candidates must indicate permanent civil service title on their resume.

ASSOCIATE HOUSING DEVELOPMENT - 22508

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
