The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Division of Facilities Management and Construction (FMC) provides real estate, facilities management, construction and workplace design services to all the other mission critical bureaus within the agency. FMC’s mission is to support the DEP community through the efficient stewardship of facilities infrastructure and real estate properties in support of the agency’s operational goals and larger mission to protect public health and the environment. The division supports the needs of over 50 different properties in DEP’s portfolio, leased and city owned, within the City’s boundaries as well as upstate within the watershed zone.

The Division of FMC is seeking to hire a motivated Administrative Space Analyst to join our team as Director of Workplace Services. The Administrative Space Analyst will be primarily responsible for overseeing a team of architects and engineers tasked with providing design services for various agency needs including, but not limited to, the renovation of work and support spaces inclusive of corporate offices and warehouses, building systems upgrades, furniture and office technology upgrades, etc. This position will also be responsible for overseeing the management of the agency’s space portfolio to keep track of occupancy levels and designated tenant bureaus while also advising leadership of short and long-term strategies to optimize the use of the agency’s space with the goal of improving the quality of the work space and reducing the agency’s reliance on leased property as much as possible. The Director will work closely with the division’s Construction Services Unit to properly coordinate the implementation and execution of construction projects designed under the supervision of the Director. The Director will develop and oversee the agency’s own design standards in compliance with the DCAS Space Standards for consistent implementation throughout all facilities as the division seeks to improve the quality of the workspace in the existing and future portfolio. The successful candidate will have extensive experience with City processes, including DCAS Space Standards and leasing processes as well as a thorough understanding of cost estimating, furniture and office technology systems, construction administration, industry standards for interior corporate design, NYC Building Code and project management. Highly developed soft skills to manage staff and clients and being a proactive team player will be necessary skills as well. NCIDQ and of LEED Accreditation is preferred, but not required.

This position reports to the FMC and Real Estate Executive Director.

Job Duties:

- Manage and/or provide guidance to architectural staff in the programming of agency needs in accordance with the DCAS Space Standards to creatively maximize the use of space while meeting operational requirements.

- Oversee the evaluation of Service Requests requiring design input to coordinate with the Construction Services staff.

- Oversight, review and/or development of preliminary plans and construction documents to ensure programming and operational goals are met as necessary and direct staff on next steps to completion

- Provide oversight on the design, specification, procurement and coordination of furniture and office equipment for renovations and relocations

- Assist in the strategic space planning of the DEP portfolio

- Assist in the development of workplace strategies to better leverage the agency’s real estate portfolio

- Coordination with client bureaus and Budget/Purchasing Units to ensure furniture and equipment procurements proceed in accordance with project schedules and established budgets

- Coordination with Construction Services and the Asbestos Lead and Mold Remediation FMC task force of means and methods for project execution and tenant safety plans

ADMINISTRATIVE SPACE ANALYST - 10037

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or

2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or

3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.
