The New York City Department of Homeless Services (DHS) is the largest organization in the United States dedicated to preventing and addressing homelessness. In partnership with other City Agencies and Nonprofit Organizations, DHS works to prevent homelessness before it begins, reduces street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity.

DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness.

The Energy Manager will be responsible for overseeing emissions reduction and energy management efforts across DHS portfolio of facilities. They will report to the Assistant Commissioner - Environmental Design and Construction and work closely with staff at the City’s Division of Energy Management (DEM).

The Department of Homeless Services (DHS) is recruiting for one (1) Administrative Supervisor of Building Maintenance M-I to function as an Energy Manager who will:

- Lead DHS’s overall emissions reductions and energy management work; assess agency facilities, identify energy-saving opportunities, and ensure that DHS is on the path to contribute to the City’s 40x25 and 50x30 emissions reduction mandates, including compliance with agency-specific targets set as part of the LL97 Implementation Action Plan.

- Manage DHS’s utility accounts and utility energy budget; work with DEM to establish the annual forecast for DHS’s component of the City’s utility energy budget. Review monthly energy billing to identify and address any usage and/or billing irregularities.

- Promote energy-saving behavioral change and energy training participation; encourage the sharing of best energy-saving practices across the agency and direct DHS staff to relevant training opportunities.

- Support participation in DEM’s Load Management (LM), Demand Response (DR), and Real-Time Metering (RTM) Programs; partner with direct facility operators on LM and DR activities. Support real-time metering (RTM) installations and sub-metering at agency facilities.

- Identify and implement energy efficiency and clean energy projects at agency facilities; review energy audits and other studies to identify project opportunities. Perform technical calculations to estimate energy savings, cost savings, emissions reductions, and other benefits expected from projects. Help develop applications for DEM’s competitive funding programs and work with DEM to direct projects to non-competitive funding programs. Oversee project delivery, commissioning, and measurement and verification (“M&V”). Track all projects currently underway and report regularly to DEM on project progress.

- Contribute to overall City emissions reduction and energy management efforts as a subject matter expert.

Hours/Schedule: Monday - Friday 8am - 4pm

ADMINISTRATIVE SUPERVISOR OF B - 10035

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or

2. Education and/or experience which is equivalent to "1" above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in "1" above.
