The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS’ Office of Investigations (INV) is made up of four main areas, including Investigative Consultants, the Instant Response Team Program, District Attorney Liaisons, and the Office of Safety First. INV works in conjuncture with the ACS Division of Child Protection (DCP) in efforts to ensure the safety of children in New York City (NYC). We achieve this goal by collaborating with outside entities, including law enforcement and other mandated reporters.

The Mission of Instant Response is to improve coordination between the Administration for Children’s Services (ACS) and Law Enforcement in order to enhance the protection of children in New York City. In cases involving severe abuse and severe maltreatment personnel from ACS, the New York City Police Department (NYPD), and the District Attorney’s Offices (DA) will work together on “Instant Response Teams” in order to accomplish the following objectives:

- Protect children from abuse and maltreatment by ensuring that evidence is gathered in a timely, effective, and coordinated manner, thereby laying the foundation for necessary intervention, and, where appropriate, removing the alleged abuser instead of the children;

- Minimize trauma to the child(ren) during the investigation process by: reducing the need for repetitive interviewing by law enforcement, medical and social service staff, and by holding interviews and medical examinations in child-friendly surroundings, such as Child Advocacy Centers

- Senior Child Protective Supervisors in the Division of Investigations after screening reports determine which cases meet the IRT criteria and initiate the joint response between ACS and NYPD

Under the supervision of an Instant Response Team Manager under the guidance and supervision of the Senior Advisor for Investigations and the Criminal Justice Coordinator with wide latitude for the use of judgment and independent decision making, the IRT Coordinator will perform the following tasks:

- Receive reports of cases that fit the established criteria for an instant response (fatality, severe physical or sexual abuse)

- Contact State Central Register (SCR) as necessary and begins coordination of IRT team by contacting ACS staff, Police Department, District Attorney, Medical Examiner (in fatality cases), hospitals and other relevant parties

- Coordinates IRT to facilitate sharing of information between pertinent parties

- Serves as principal resource to direct IRT to utilize services of Child Advocacy Centers in order to minimize trauma of victimized children

- Establishes liaison between ACS and Police Department Domestic Violence Program to share case information and coordinate investigations

- Serves as liaison on IRT issues between various Borough Field Offices, OSI and ECS

- As needed the IRT Coordinator may make field visits for the purposes of investigation or consultation

- Provides case and summary information to ACS Division of Management, Research and Development for analysis

- Participates in ACS’s development of Instant Response Teams by providing feedback to senior agency management

- Participates in regular periodic meetings with Police, District Attorney and Medical Examiner staff to resolve issues and improve coordination

- Perform presentations related to Instant Response Protocol.

- Conduct community outreach

- Prepares concise written case and summary reports according to proper professional and legal guidelines

- Documenting all case related actions in Connections and IRTA application

- Providing Data on cases reviewed

- Contact source and other collaterals for assessment

- Coordinate transportation for staff

- Assist in getting police assistance for front line staff

- Supervise the District Attorney Liaison position

- Performs related tasks

A baccalaureate degree from an accredited college and 30 semester credits toward a Master of Social Work degree or toward a graduate degree in a related field; plus, eighteen months of child protective casework experience.
