Background on NYCEM:

New York City Emergency Management (NYCEM) is a coordinating agency for the City of New York. The agency plans and prepares for emergencies, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information. The agency maintains a disciplined unit of emergency management personnel including but not limited to attorneys, responders, planners, watch commanders, logisticians, community outreach, communications, administrative and support staff to identify and respond to various hazards.

The Office of the Chief Counsel provides legal advice to the agency regarding critical, strategic, legal and policy issues facing the agency, engages in transactional work in support of the NYCEM mission and coordinates with the NYC Law Department, Office of the Chief Counsel to the Mayor and City Hall, and other local, state and federal counsels regarding various legal issues ranging from emergency events to litigation, which impact the agency. The Office of Chief Counsel is comprised of the Legal Affairs Unit, the Civil and Human Rights Unit, formerly known as the Disability, Access and Functional Needs (DAFN) unit, and the Records Management Unit.

Description of Project/ College Aide Responsibilities:

The Chief Counsel’s Office is hiring interns to support the Office of the Chief Counsel (OCC) by reviewing, organizing, and responding to legal inquiries from agency units. Interns will perform a wide range of legal functions to support NYCEM operations, including:

- Legal Research: Conduct research on statutes, regulations, and case law relevant to NYCEM operations.

- Drafting: Assist in drafting policy documents, legal opinions, contracts, and memoranda.

- Administrative Support: Provide legal support for emergency procurements, Freedom of Information Law (FOIL) requests, Conflicts of Interest Board (COIB) memos, and other legal administrative functions.

- Compliance & Records Management: Help organize and synthesize agency records in accordance with our Records Management Policy & Procedure.

Skills/Qualifications:

Strong organizational skills and proficiency in legal research.

Familiarity with legal terminology and contract drafting

High ethical standards; completion of a Professional Responsibility course required.*

Experience in records management and information technology

The selected candidate will be required to provide a letter confirming matriculation with an accredited college/university. Further letters will be required for each semester (spring, summer, fall) while working at NYCEM.

Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.

For Assignment Level III (Information Technology Fellow):

Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.

SPECIAL NOTE

Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
